The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:

EURATEX

&nbsp;EURATEX, the European Apparel and Textile Confederation, aims to change how we make, use and dispose of textiles through the implementation of a new Textile Strategy based on circular interventions. The document highlights how the Textile Strategy can enable the circular transition and support industry throughout Europe, and hopes to remove structural barriers and put forward solutions. It delineates 12 key points to realise the EU textile circular economy, along with six enabling conditions across the 12 points. Partnerships between buyers and makers, increased standardisation of material quality, incentivised circular design and green public procurement are among the measures that will drive a circular transition in textiles. The document closes with 38 proposals for implementing such strategies.&nbsp;

World Circular Textiles Day takes place every year on 8th October. Our vision is to galvanise the collective ambitions and goals of people, organisations and businesses to reach a fully circular textiles world by 2050. Our mission is to provide a framework for circularity stakeholders to develop and deliver a collaborative, evolving roadmap and to chart circularity’s momentum annually from the 8th of October until 2050.

What does fully circular by 2050 mean?
- Shared textile resources, in the form of products and raw materials, are kept in **continual circulation**.
- Virgin resources are **replaced with circular materials**.
- Dignity, equity, and equality for the **people** involved in all parts of the circular value chain.

We need to know where we stand today to chart how to get to 100% Circularity by 2050. What circular activity is currently happening in the textiles and apparel industry, and where in the world is it happening? The WCTD Collection aims to answer this question by building the world’s largest digital library of circular textiles case studies.

Raw materials are renewable, recyclable and safe, kept in continual circulation.

DETAIL:
Imagine a time when…the raw materials that are used to make things are sourced from existing products and regenerative agriculture, via carbon negative and climate neutral processes. Biodegradable raw materials are used for products with biodegradable end routes. Toxic chemicals have been washed out of the global materials pool, disposed of safely and replaced with beneficial alternatives. Virgin fibres made from fossil fuels have been banned, while secondary synthetic fibres, derived from what was already in the system, are kept in constant circulation as a resource. Circularity accounting methods, built on science-based metrics, help to manage a balanced system of resources, across all industries, and in line with the planet’s environmental limits.

Products and services are designed for multiple use and material value retention, with maximum positive impact.

Imagine a time when…products flow via optimal collection and distribution streams into reusable and repairable product platforms. Reuse and access models are dominant, and products are designed for multiple recirculation before biodegrading (if designed to do so), or being broken down into reusable raw materials for production. People only consume what they need. Production and consumption wastes have been fully eliminated and multifunctional, season-less and timeless fashions are the norm, yet still fulfil our human need for expression and creativity without constraint. All business models, organisations, governments and citizens play a role in maintaining a healthy, functioning circular ecosystem.

Products and Services

It is 2050.  Full systems change has taken place. This wouldn’t have been possible without the immediate action and radical steps taken from 2020 onwards. Many targets had to be identified in the early 2020s and achieved by 2030 to ensure that the 2050 goal happened in full. A sense of urgency, turbo stakeholder collaboration, supportive government regulation and clear, data driven targets enabled the mindsets and systems change needed to transform to a fully circular textiles ecosystem.

A circular economics model underpins what we have created. It reflects and supports a living organism made up of makers, users and restorers, interacting across vibrant and interconnected networks. Checks and balances, alongside transparency and accountability, ensure a healthy system. Financial, environmental, and social metrics have the purpose of serving communities and the planet. There is shared ownership of profit and loss – across all three metrics – throughout the value chain.

Brussels, 16 November 2020 – EURATEX unveils ReHubs, a joint initiative to upcycle textile waste and circular materials all over Europe. The aim is to create 5 hubs to process textile waste and become European coordination centres. The traditional linear textile business model (from virgin materials to products and then waste), results in high consumption of raw materials and generation of waste, which contributes significantly to the large and negative environmental impact of the global textile industry. While apparel is only one of several textiles’ applications, the global apparel production and consumption appear to have doubled over the past 15 years, generating higher waste.Even if the amount of textile waste separately collected in Europe has increased over the last five years from an estimated 2 mln tons in 2014 to 2.8 mln tons in 2019, this volume is expected to increase substantially once the EU waste legislation will be put into practice by the end of 2024. In less than four years textile waste shall be collected separately and could total an amount between 4.2 to 5.5 mln tons which should be dealt with ideally within the EU. For non-collected textile waste, currently there are neither viable re-use solutions, nor alternatives to incineration or landfill which is meant to be abandoned. There is simply no large-scale plan in Europe to manage all textile waste streams. The European textile industry is renowned for its high-quality products and a front runner in the shift to circularity. Companies have already been investing and introduced circularity in both production and products. However, most of the solutions already on the market or at R&D stage, represent small portions of their business models. Companies face financial & technological barriers which they cannot address alone and therefore need collaboration across value chains. In line with the EU ambitions of the Green Deal and the transition into Circular Economy, collaboration can turn a societal waste problem into a business opportunity for European SMEs and large business alike, as well as a new source of job creation in Europe. Therefore, EURATEX, the European Apparel and Textile Confederation, proposes the development and set up of European Textile Recycling Hubs (ReHubs).

"Nach der Einrichtung der ReHubs funktionieren diese wie europäische Koordinationszentren als Dienstleistungs- und Lösungsanbieter. Sie werden verschiedene Textilabfallströme bewirtschaften und die Bedürfnisse der Unternehmen berücksichtigen. Mit den zahlreichen bestehenden oder neu eingerichteten Anlagen werden sie einen grenzüberschreitenden europäischen Markt bedienen".Von den 10,7 Millionen Tonnen Textilien, die 2019 in der EU verbraucht wurden, wurden rund 4 Millionen Tonnen Textilabfälle verbrannt, und nur 2,8 Millionen Tonnen eingesammelt. Ziel der ReHubs ist es, sich auf den erwarteten Anstieg der europäischen Sammelmengen vorzubereiten. Der Umfang der zu recycelnden Textilien könnte sich bis 2025 auf 5,5 Millionen Tonnen fast verdoppeln. 

 


Gegenwärtig werden 980.000 Tonnen der 2,8 Millionen erfassten Recyclingtextilien exportiert und außerhalb der EU verarbeitet. 1,85 Millionen Tonnen werden in Europa sortiert. Dadurch ergibt sich eine Menge von einer Million Tonnen Textilien, die dem Second-Hand-Markt zugeführt wurden. 410.000 Tonnen wurden zu neuen Textilien recycelt. 230.000 Tonnen wurden zu Putzlappen für die Industrie verarbeitet und 180.000 Tonnen nicht wiederverwendbarer Textilabfälle nach dem Sortierverfahren verbrannt.Für die Inbetriebnahme der ReHubs ist noch kein Zeitrahmen vorgesehen. Gegenwärtig befasst sich Euratex mit der Ermittlung der für die verschiedenen Hubs sinnvollen Spezialisierungen sowie mit der Suche nach Partnern, die der Aktion zum Erfolg verhelfen könnten. Im nächsten Schritt wird der finanzielle Rahmen des Projekts festgelegt. Hierbei stützt sich Euratex auf Partner aus dem privaten und öffentlichen Bereich. EuratexIn Frankreich werden nur 38,1 Prozent der jährlich auf den Markt strömenden 648.000 Tonnen Textilien (Textilien, Heimtextilien, Schuhe) gesammelt (+3,3 Prozent von 2018 bis 2019). 65 Prozent davon werden in den 63 vertraglichen Recyclinganlagen des Landes aussortiert. Insgesamt werden 57,8 Prozent wiederverwendet, und 33,5 Prozent zu Putzlappen oder Fasern verarbeitet. Das französische Gesetz verpflichtet die Branche, sich dieser Textilabfälle anzunehmen. Zu diesem Zweck finanzieren Textilunternehmen den Organismus ReFashion (früher: Eco-TLC), der das System auf nationaler Ebene koordiniert.

A framework of policy instruments that enable and stimulate the transition to the circular economy

 To create materials for the future, we went back to nature. Our natural fibre material is white continuous filament. It is ready as-is for spinning into yarn and knitting or weaving into fabric. With the stretch and strength qualities of cotton and the insulation of lamb’s wool, it can suit apparel, footwear, accessories, home textiles, non-wovens.. you name it.
Nature is clean and circular, and so is our fibre. Perhaps its most amazing feature is the fact that it can be upcycled several times in our process without losing quality. There are no tricks; the upcycling too takes place without harmful chemicals. 
Also, the fibre can be dyed before the spinning phase, meaning we cut out the need for the water and chemicals used intensively in traditional dyeing processes.
