The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

 This Rapid Response Research (RAPID) grant provides support for the collection of data related to debris management and its modeling. Debris is the waste generated by hazardous events such as a natural disaster or a terrorist attack. This is a critical and often overlooked problem. Debris impacts the logistics of humanitarian relief and can generate debris in some large-scale disasters equivalent in volume to years of normal solid waste production in the affected areas. In the context of the Haiti earthquake, blockage of the roads by debris was one of the key factors in the humanitarian organizations inability to deliver aid to the victims in the immediate aftermath, even after aid had arrived at the Port-au-Prince airport and ports. Almost two months after the earthquake, many sources cite debris removal and disposal as one of the biggest challenges going forward and estimate that these activities will take more than five years to complete. Debris removal is a costly and long, complicated process requiring the careful consideration of both short and long term effects.If successful, this research will provide an integrated model that considers interactions between the decision problems in all three phases of debris management operations (clearance, collection, and disposal). These models and decision aid tools will be greatly enhanced through testing and tuning using scenarios based on the collected real data. Existing literature on debris removal is very limited and this work will open new venues both in the modeling and solution of this problem as well as create publicly available data sets for testing. Through data collection, analysis, and documentation of operations a case study describing the effects of debris and its removal on the delivery of humanitarian aid and access to critical facilities in the aftermath of the Haiti earthquake will be created. It is envisioned that the developed tools will be used not only in tactical and operational phases but also during the comprehensive policy evaluation phase.Project ReportDebris removal is a costly, long and complicated process requiring the careful consideration of both short term and long term effects on people's health and safety, and the environment. Operations occur over many stages, from the initial clearance of roadways, to coordinating many teams in collecting debris, to the final disposal decisions of the debris. In the short term, the main consideration is the clearance of debris to allow for the transportation of relief resources and access to disaster areas or critical facilities for lifesaving activities. In the long term debris must be collected, sorted, and properly disposed of in as quickly a time as possible. Given that the debris may contain toxic or hazardous waste, not performing the long term goals quickly poses serious health effects on surrounding communities, but even with non-toxic debris, being left uncollected causes a detriment to rebuilding and recovery of the disaster area. One needs to weigh the benefits of rapid debris clearing with the long term impact to ensure that its management would not pose a future threat to human health or the environment. We develop computer tools to aid in the analysis of debris operations and decision making during debris operations. These tools can help stakeholders make more informed decisions, quicker, allowing debris operations to be more effective. On January 12, 2010, a magnitude 7 earthquake occurred within 15 miles of Port au Prince, Haiti. The resulting damage was severe as many neighborhoods were almost completely destroyed, the Haitian government lost almost all of its ministries, and many hospitals and other infrastructure facilities were destroyed. Numerous aftershocks of magnitude 4 or 5 have only increased the damage. Estimates range that the number of dead is between 100,000 and 230,000, with as many as 1,000,000 made homeless from an estimated 250,000 destroyed residences. The debris created from the earthquake is estimated to be above 20-25 cubic yards, or enough to fill the Louisiana Superdome around 5 times. We travelled to Port-au-Prince to interview decision makers in debris management to better understand how initial operations occurred and how operations were currently managed. The response of the first few days faced difficulties beyond the capabilities of limited resources. Initial efforts for debris were not well coordinated among the greater response community. This is not unexpected due to the functional collapse of the Haitian government and lack of clearly defined roles. Since then various entities have fallen into various, largely uncoordinated, roles related to debris. We found operations already in the phase of collecting of debris, a phase which could take decades at current rates. A more detailed summary of what we found was published in "Haiti's Eternal Weight," an op-ed in New York Times on July 7, 2010. Since then various attempts have been made to bring these operations into a centrally managed operation. We took a tool we were developing for US disasters and tailored it, based on information collected regarding Port-au-Prince, to the Haiti situation and proposed plans for coordinating debris operations. We focused on analyzing the importance of particular factors within plans as a way to stress what is important for a plan to consider. We demonstrated that ignoring the road network of Port-au-Prince, a city bordered by ocean and mountains, could cause a 19 percent underestimate in how long operations could take. We also demonstrated that the planning of which debris dumping sites and the schedule, with which they are open, can cause an increase of up to 24 percent in time operations will take. This stresses the importance of not only planning where and when debris is collected but also planning in closely in conjunction with the sites the debris must be taken to. The majority of debris in Port-au-Prince is rubble from buildings and other structures. Many Haitians are rebuilding their houses with the debris created by their original house by hand mixing a mortar. Members of the aid community have expressed a varying degree of opinions on the topic, from encouraging larger scale production of brick from reuse of debris to expressing that rebuilding with what collapsed once will lead to structural failure in the future. While in Port-au-Prince we collected many samples of mixes used by those rebuilding in order to test the quality of the mixes and determine when and how it can be properly reused. Using these collected samples we showed how proper reuse of the rubble could effectively create aggregate on par in strength with North American standards.

The underlying idea was to investigate to what extent the debris included cement and lime that had not reacted when originally cast and how much they could be reactivated and add to the quality of future cement based products if used in concrete. **Project Achievements** Although the debris was tested successfully in the laboratory, it was not implemented as the debris was no longer available for use **Project Stakeholders** UNDP commissioned the study, EcoSur network implemented it with specialists from the Cuban Institute "CIDEM" **Main Lessons** We were unable to apply the learnings from the lab due to time running out, slow decision making and some bureaucrazy. **Conclusions of the Study** 1 - The debris can be recycled as aggregate for manufacturing concrete, it is recommend to use water-reducing admixtures. It can be used as masonry mortar 2 - The debris is a good alternative for the manufacture of items such as micro-concrete tiles and ferrocement panels . 3 - The debris can be used in ordinary structural concrete with a characteristic strength of 20.0 MPa. The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

Kenya

"The Ministry of Environment and Natural Resources of Kenya and UNDP Low Emission Capacity Building (LECB) Programme have issued the&nbsp;Nationally Appropriate Mitigation Action (NAMA) on Circular Economy Solid Waste Management Approach for Urban Areas in Kenya. The NAMA promotes an alternative to the existing waste value chain. Instead of waste being collected for disposal only, the NAMA facilitates the diversion of 90 per cent of collected waste away from disposal sites and towards various recycling practices. The NAMA creates multiple links currently missing in the value chain: recycling points, where waste will be sorted for subsequent recycling; and composting facilities, for the organic waste treatment. The NAMA will also research and operationalize new recycling technologies as well as strengthen existing recycling industries. Successful pilot models have already been tested by small and medium sized companies in Nairobi. Finally, the NAMA aims to achieve additional sustainable development benefits, such as improved health and safety for people."

CJI has defined circular jobs as any occupation that directly involves or indirectly supports one of the strategies of the circular economy. It distinguishes between three types of circular jobs: core, enabling and indirectly circular jobs.

**Core circular jobs** are all jobs that ensure the closure of raw material cycles, including jobs in repair, renewable energy, waste and resource management. 

**‍Enabling circular jobs** are jobs that remove barriers for and enable the acceleration and upscaling of core circular activities, including jobs that arise in leasing, education, design and digital technology. 

**Indirectly circular jobs** are jobs that occur in other sectors that do not play a direct role in furthering the transition to the circular economy but can still adopt circular strategies. They include jobs that provide services to core circular strategies, including jobs in information services, logistics and the public sector.

The Knowledge Hub Collection includes examples of circular jobs, publications, reports, case studies and policies different organisations, governments and businesses are already using to advocate for a person-centred circular economy.

 The President of the Republic, Nana Addo Dankwa Akufo-Addo, has launched the Ghana National Plastics Action Partnership, which seeks to stop the growth of global plastic pollution, and also ensure, amongst others, that plastics do not find their way into the country’s marine bodies. Speaking at the launch of the initiative on Tuesday, 1st October, 2019, at the Labadi Beach Hotel, President Akufo-Addo noted that the menace of plastic pollution has become one of the most pressing challenges facing mankind today. With the menace affecting the day-to-day activities of the human race, the President indicated that confronting this challenge demands the active partnership and co-operation of all nations. “When I took office in 2017, I requested the Ministry of Environment, Science, Technology and Innovation, headed by its Minister, the globally acclaimed Ghanaian scientist, Professor Kwabena Frimpong-Boateng, to develop an effective strategy to meet the challenges associated with the management of plastic waste in Ghana,” he said. The President continued, “The result is the National Plastics Management Policy of Ghana, whose blue-print has attracted the attention of the global community, and has led us to this exciting partnership with the World Economic Forum.” Ghana’s Plastic Management Policy, he explained, is not focussed only on how to address plastic waste, but takes also a holistic view of the entire value chain of plastics, and seeks to achieve several objectives. Amongst them are to develop a working circular economy framework for plastics in Ghana; to reduce Ghana’s reliance on the use of plastics and promote their replacement with green alternatives; to nurture the development of new business models for job creation throughout the value chain; to develop systems and infrastructure across the country that will ensure that we are not littering our plastic waste, but using them as resources for value-addition; and to ensure that Ghana has a long-term and sustainable means of funding plastic waste management. Through Ghana’s partnership with the Global Plastic Action Partnership (GPAP), President Akufo-Addo was confident that progress will be fast-tracked in Ghana “towards that collective goal, which is to achieve zero leakage of plastic waste into our oceans and waterways.” The President, thus, pledged the full commitment of the Government of Ghana towards the successful implementation of the programme, that will be outlined under National Plastics Action Partnership (NPAP). “Whilst the eventual outcome of NPAP will be owned by the people of Ghana, it is my expectation that its example will contribute to the resolution of this problem on the African continent, and be a shining example of the global achievements of GPAP,” he added. President Akufo-Addo, in his address, also applauded the initiatives being taken by private sector operators to build plastic waste recycling plants, to create bio-fuels that are being used as alternatives to fossil fuels that pollute the environment, and produce building blocks that are used to construct roads and pavements. He also acknowledged the efforts being made by civil society and the media to raise awareness of efficient waste management, and existing opportunities for waste recovery in our country. “Government is ready to partner with all stakeholders, especially private sector and academia, to drive investment and research into this area. I believe that there is the need for significant behavioural change, and I am happy with the prominence that has been given to it in the implementation plan of the draft National Plastics Management Policy,” he added. President Akufo-Addo thanked the Ghana Office of the United Nations Development Programme is to be saluted for facilitating the establishment of the “Waste Recovery Platform” for Ghana, and also the Governments of the United Kingdom and of Canada for their commitment and financial support for the GPAP initiative. He reiterated that “Ghana, after this process, will make best efforts to be a model for other countries in the region and on the continent on issues related to plastic management.”  	

 	 Government will join the Global Plastic Action Partnership (GPAP), a new initiative created by a coalition of influential public and private leaders to fast-track plastic pollution action around the world.
The Minister of Information, Kojo Oppong Nkrumah disclosed this Wednesday at a press briefing said President Akufo-Addo, and the Environment Minister, Professor Kwabena Frimpong-Boateng will formally launch the initiative on October 1 in Accra.
GPAP is hosted at the World Economic Forum.
Ghana, under the leadership of the Ministry of Environment, Science, Technology, and Innovation (MESTI) is in the process of adopting a National Plastic Management Policy that will leverage the comprehensive management of plastics to drive sustainable development, green job creation, and environmental protection.
Therefore, Ghana has been selected as a natural first engagement in Africa for the Global Plastics Action Partnership.
As one of the fastest-growing economies in the world and a leading political and economic force in Africa, Ghana has the potential to catalyze a new era of plastic action across the continent.
The Ghana National Plastic Action Partnership will launch in close coordination with the United Nations Development Programme (UNDP)’s ‘Waste’ Recovery Platform, which will promote sustainable waste recovery in Ghana through connecting stakeholders across the waste management chain.
The Ghana National Plastic Action Partnership and the UNDP ‘Waste’ Recovery Platform will support the existing work being carried out by the government of Ghana, as well as successful initiatives being led by entrepreneurs and civil society actors at the local level, to accelerate the reduction of plastic waste and pollution in Ghana.

 Some forty Non-Governmental Organisations and Cooperative societies received compost bins and composting tools in presence of the Minister of Environment, Solid Waste Management and Climate Change, Mr. Kavydass Ramano, this afternoon, in Port-Louis.
In his address, the Minister highlighted that the promotion of effective waste management, recycling and waste sorting are at the cornerstone of his Ministry's agenda. In our objective to move towards a circular economy, sustainable waste management will be called upon to play a pivotal role, he stated.
Mr. Kavydass Ramano underlined that the beneficiaries of the initiative will act as agents of change to promote a cleaner, greener and more inclusive Mauritius. The compost produced could be used as fertilizer in gardens, thus reducing the use of chemical fertilizers. He underpinned the core objective of the initiative which is to educate and raise awareness on the importance of producing compost and its uses. It aims at improving the lifestyle of Mauritians by encouraging them to change their behaviour and adopt responsible attitudes towards the production and disposal of waste and encourage household waste sorting, the production of household compost and the use of organic fertilizers for gardening, he added.
In addition, the Minister indicated that the project aims at reducing the amount of landfilled waste. Rethinking waste management, he said, is crucial at this point, as some 540 000 tons of waste are collected each year in the country and the Mare Chicose Sanitary Landfill has reached a saturation point.  Furthermore, Minister Ramano spoke on the benefits of establishing a circular economy as an alternative to the traditional linear economy, namely the continual use of resources and utilising materials at their highest utility and value at all times.
He also indicated that the elaboration of the National Environmental Strategy for 2020- 2030 is in its final phase and will help the country to scale up efforts to address environmental challenges and implement actions for a sustainable environment.
The Minister emphasised that protecting and preserving the environment are fundamental human values that need to be upheld by everyone and inculcated to the next generations.
Key measures that Budget 2020-2021 makes provision for , namely: Eco-bins will be made available at strategic places across the island for the collection of plastic wastes; the setting up a network of Civic Amenity Centres at the 5 Transfer Stations; encouraging segregation of waste at source and Local Authorities will carry out composting of market waste. 

Senegal’s National Strategy Promotion of Green Jobs In 2015, with the support of the Partnership for Action on Green Economy (PAGE), the Government of Senegal elaborated Senegal’s National Strategy for the Promotion of Green Jobs (SNEV Strategy) in a participatory manner. The SNEV Strategy is in part being implemented through the Support Programme for the Creation of Green Jobs Opportunities (PACEV), which is funded by the Government of Senegal and UNDP and supported financially and technically by PAGE. Through PACEV, the SNEV Strategy has taken a great first step, but it needs more financial support and further improvement. The strong political will behind the SNEV Strategy, which is currently being evaluated, indicates that it is likely that the Strategy will be continued beyond 2020.  Due to its future-just vision, the positive early socio-economic and environmental results, its participatory approach, and its respect for the Future Justice Principles (5.5/7), the SNEV Strategy is recognized with Future Policy Vision Award 2019, awarded by the World Future Council in partnership with UNDP and ILO.
At A Glance

The SNEV Strategy serves as a reference framework for green jobs in a resilient economy. It focuses on strengthening the legislative, institutional and regulatory framework; creating green job opportunities; building human capacities; developing an appropriate financing policy; advocacy; and setting up mechanisms for monitoring and sustainability. 
In 2015, the goal was to create 5,000 decent and sustainable green jobs within seven years (by 2022).  As of June 2019, about 2,000 jobs have been created, indicating PACEV is gradually on its way to achieving its initial targets.
Of the green jobs projects that have been created, 24% have been successful and 64% were implemented satisfactorily. Young people and women constitute the majority of beneficiaries. 
Recycling, aquaculture and forestry projects all generated a return on investment in the second year of production.  PACEV has also led to first steps towards institution-building, inspiring the establishment of a National Platform on Green Economy

SNEV shows how a participatory and collaborative approach can lead to great success. The strong political will behind the programme has strengthened the legislative, institutional and regulatory framework of Senegal – leading to the creation of green jobs. Sustainability is at the core of the programme, which is funded and technically supported by the UNDP. 
In the programmes short lifetime, it has started providing decent and sustainable jobs, gradually moving towards its initial targets. The Programme has successfully targeted young people and women, constituting most of its beneficiaries. For its noteworthy future vision, the SNEV Strategy is recognized with Future Policy Vision Award 2019.

Context
To promote green jobs, Senegal launched a first pilot project in 2012 with the support of Dutch Cooperation, for which the Ministry of the Environment set itself the objective of creating 2,000 sustainable and decent green jobs for young people and women. Moreover, since 2012, Senegal has been seeking to harmonize the laws and regulations and international and regional instruments related to the green economy ratified by the State. In 2013, Senegal put in place a National Economic and Social Development Strategy (SNDES) that seeks to reduce the impact of shocks that directly threaten people’s lives. In June 2014, Senegal started to cooperate with the Partnership for Action on Green Economy (PAGE, a joint initiative on green economy by UNEP, ILO, UNIDO, UNITAR and UNDP) in the form of an exploratory study mission, which allowed to consult the various national stakeholders and development partners concerned with the green economy. This cooperation led to the development of an initial action plan that was later transformed into a framework to serve as a reference document for collaboration between Senegal and the PAGE agencies.
Senegal’s National Strategy for the Promotion of Green Jobs (SNEV) was formulated in 2015 through a participatory process, involving workshops in all regions of the country. In June 2015, a Southern Eco-regional workshop was organized by the Green Financing and Partnerships Directorate of the Ministry of Environment and Sustainable Development, in collaboration with PAGE and the ILO. Attendees to the workshop included Kolda civil servants, local authorities, NGOs, CBOs and green job promoters, from the regions of Kédougou, Tambacounda, Ziguinchor, Sédhiou and Kolda. In November 2015, the Ministry of Environment and Sustainable Development, in collaboration with PAGE and social partners, organized the first 2-day conference on the green economy. The aim of the conference was to offer national stakeholders a platform for exchange and sharing of experiences on the transition to a green economy in Senegal.
Currently, in order to have the basis for decision-making in 2020 and to decide how the strategy will be continued, an evaluation of the SNEV is underway. It appears there is a strong political will to continue with the SNEV in the future.
Objectives
The SNEV Strategy serves as a reference framework for green jobs in a resilient economy. It focuses on strengthening the legislative, institutional and regulatory framework; creating green job opportunities; building human capacities; developing an appropriate financing policy; advocacy; and setting up mechanisms for monitoring and sustainability. 
Methods of Implementation
The SNEV Strategy is mainly implemented through the PACEV programme. Through PACEV it promotes inclusive entrepreneurship that is more open to youth and women (especially the heads of poor, low-income households) and has four main functions: 1. To provide the necessary information, in the form of awareness, knowledge, technology and know-how; 2. To offer the incentives to boost engagement with low-income communities; 3. To launch the investments required by companies; and 4. To support implementation, in terms of logistics, transactions, and marketing. 
In particular, it promotes and develops new sectors for green jobs creation, such as distributing and maintaining mobile kiosks with solar panels, a drinking water production sector, and a sector recycling energy efficient lamps. It also reinforces and consolidates existing sectors, such as urban and rural waste valorization, aquaculture, sustainable agriculture and forestry. Furthermore, it provides capacity building and training for actors for sustainable green jobs.  In terms of monitoring, an independent mid-term evaluation was undertaken of PACEV in 2018. A final evaluation will take place in 2020. 
The 5-year budget of PACEV is USD 5 million.  An additional five-year budget of €304,898 (200 million CFA franc) is provided to the SNEV measures beyond PACEV (not all has yet been mobilized). 
Impact
In 2015, about 1,000 jobs in target regions were created with the support of PAGE and the ILO.  By June 2019, it was reported that about 2,000 green jobs had been created. 
According to a report evaluating SNEV’s implementation from 2013 until 2017, about 24% of the projects have been successful and 64% of projects were implemented satisfactorily, whilst 9% of the projects had to be put on hold. Among the projects that have been successfully carried out, include, for example: the Proplast Industrie SARL’s plastic waste collection and recycling project which created more than 50 jobs and consolidated 200 green jobs; the project to collect forest seeds from kéwré (Leppeuy Bakh Group) involving more than 100 women (20 direct and 75 indirect green jobs); and the agroforestry project to support rural entrepreneurship in the village of Thiedèly (GIE des Femmes de Thiedèly), empowering more than 100 women, with 30 families benefitting from the yields and 50 green jobs created. The majority of project beneficiaries are young people (male and female) and women. Out of 43 funded projects, 16 are led by women and 8 by young people and women, while the remaining 19 are implemented by young people. Recycling, aquaculture and forestry projects all generated a return on investment in the second year of production and created new jobs. 
The Mid-Term Evaluation (MTE) of the SNEV action plan of 2018 indicates that there was an implementation rate of 48%. Additional accomplishments include the establishment of a monitoring and evaluation system, of databases and the evaluation of impacts at the economic, social and environmental levels, and of green job courses in institutes and vocational training centres to develop the skills of young people and women. Highlighted problems include: insufficient resources to finance green jobs; failure to meet the target to provide access to finance to young entrepreneurs; the lack of an established support fund;  lack of clear vision on the green economy despite strong political will;  and the need for greater involvement of the private sector.
Potential as a Transferable Model
The policy is being taken as a model by other countries such as Burkina Faso and Ghana. Cooperation with Burkina Faso is strong.  Many elements of the SNEV are transferable and countries such as Gambia or Mauritania may be interested. Senegal is cooperating in particular with Ghana and Burkina Faso.
