Circle Economy and ICLEI have partnered up to initiate the go to knowledge hub of case studies about the circular economy in cities. The Cities Collection is a repository of case studies that demonstrate the role of cities in the circular transition, and includes policies, business cases and research articles. Cases in the Collection flow into an ecosystem of digital products which support users in transitioning cities to circularity, for example [Ganbatte](https://ganbatte.world/cities/) and <a href="https://circulars.iclei.org/" target="_blank">ICLEI Circulars</a>, both part of the <a href="https://circulars.iclei.org/circle-lab-for-cities/" target = _blank">Circle Lab for Cities Programme.</a>

The built environment, including housing, commercial buildings, and the necessary infrastructure for mobility, is essential for our livelihoods, but:
- the extraction of minerals used to produce construction materials is responsible for a quarter of global land use change,
- approximately 40% of global GHG emissions can be attributed to buildings’ construction, use and demolition, and
- construction and demolition processes drive nearly one-third of all material consumption. 

Making the built environment more circular must prioritise a heavy reduction in material use—while also closing the loop on materials and bringing secondary and renewable material choices to the fore. Our four key solutions for the built environment are:
- Make the most of what already exists: Make the most of existing materials by reusing, repurposing, upgrading and renovating following circular approaches. Where new builds are needed, use secondary materials and be as efficient as possible with urban planning solutions that follow circular design principles so that buildings can be reused, repurposed, and easily disassembled in the future.
- Be as energy efficient as possible: From the design phase, utilise circular strategies to create material- and energy efficient buildings. Couple these designs with a rollout of clean energy solutions, and prioritise energy-efficient appliances and retrofitting. 
- Utilise secondary materials: Maximise the high-value reuse of buildings and components where possible. Ideally, enable the utilisation of construction and demolition outputs and ensure that as much of it as possible is recycled to avoid the need for virgin materials, such as sand and gravel.
- Prioritise circular materials and approaches: Transition to using renewable wood, timber or cross-laminated timber instead of steel and concrete, or move to other locally available materials. Utilise mainstream modular construction and prioritise lightweight frames and structures to reduce cement and steel use, as well as green roofs where possible.



🏢 Built Environment

Governments

Water system refers to the water supply network for storing and supplying water for use by the community.

One of the greatest challenges of a city is to provide its inhabitants with safe, clean water from a limited fresh water supply. Improving the city’s water infrastructure efficiency, such as minimising leakages, reduces the strain put on the limited supply, which in turn, helps to ensure inhabitants gain access to clean and affordable water.

The water infrastructure of a city typically consists of components such as surface water diversions, wells, pumps, transmission pipes and canals, treatment and storage facilities, and distribution network elements (Burian et al.). Options for improving the efficiency of the system include investing in water loss reduction systems, creating and following a regular maintenance program, and better matching water supply and demand (Global Water Partnership).

Cities can improve the efficiency of their water system infrastructure by conducting a water audit, in which all water flows are traced and losses in the system are identified to map where the most efficiency improvements can be gained. Alongside this, asset management can be used to create a short-term and long-term strategy of investing in new equipment, refurbishing existing equipment and developing maintenance programmes to ensure infrastructure is as efficient as possible, and leaks are minimised. Such management programmes create financial transparency amongst all stakeholders and provide useful long-term planning for larger infrastructure changes (US EPA)

💧 Water Systems

Cities worldwide are facing significant water-related challenges, including urban water runoffs, flooding, reduced water quality and severe water scarcity—exacerbated by rapid urbanisation and more frequent extreme weather events. On top of this, urban water runoff continues to be a major cause of water pollution in urban areas, carrying trash, bacteria, and other pollutants through gutters and stormwater systems into local waterways, typically without treatment.

City governments can pursue a “sponge city” approach by redesigning the urban fabric and integrating blue and green infrastructure (BGI) (e.g. rain gardens, permeable pavements, storage ponds, etc.) along traditional grey infrastructure (e.g. pipe networks, storage tanks, flood walls). This can help to absorb, store, filter and purify these water flows, in turn replenishing aquifers, reducing the need for expanding grey water management and minimising flood risk, while also reducing the heat island effect. 

Cities can do so by, for example, integrating requirements for BGI into municipal urban planning rules for newly built up areas of city districts, industrial parks and development zones, and integrating sponge city building requirements into municipal urban planning rules. Then, local governments could also strengthen collaboration between all relevant stakeholders—from real estate developers to engineers, to water-utility organisations—to identify locally relevant opportunities for sponge cities.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

The City of Belgrade developed a Climate Change Adaptation Action Plan and Vulnerability Assessment within the regional project “Climate Change Adaptation in the Western Balkans” implemented by the German International Cooperation Agency (GIZ).The vulnerability assessment analyses extreme weather events in the past and assesses the current vulnerability to extreme weather events in Belgrade. Future risks and opportunities are based on climate data for the city of Belgrade in the present time period and on climate projections as well as on the results of the vulnerability assessment for the city of Belgrade.The action plan includes a list of measures and activities that will be undertaken to adapt to climate change, including responsibilities, time frame, i.e. description of short–term measures and activities (until 2017); medium–term measures and activities (until 2020); long–term measures and activities (until 2025) and prioritization of measures. Climate measures of the Action Plan include green infrastructure, green open spaces, green alleys, green roofs, flood protection, water retentions, water saving and reuse, water drainage, extension of water supply services, rain water storage, urban planning to avoid flood risk, Belgrade Climate Atlas, urban setting, urban texture, heat adapted design, flood adapted design, awareness raising and behavior change. The purpose of monitoring the implementation of the Climate Change Adaptation Action Plan is to understand whether the project or activities deliver the planned benefits and to adjust the measures and activities to potentially changing conditions and new knowledge.

Regeneration can happen both at the systems level (by designing regenerative processes) as well as at the product level (by switching synthetic to organic fertilisers, for example).

Overall term: 2015 to 2022    The German-Algerian Energy Partnership was founded in 2015 with the signing of a Joint Memorandum of Understanding. The Energy Partnership is the central instrument for institutionalised dialogue on energy policy between Germany and Algeria. It aims to contribute to the global energy transition and to support Algeria's progress in developing renewable energy sources. Despite considerable potential for renewable energy, especially solar and wind energy, the share of energy generation from renewable sources in Algeria is still low. In order to develop and implement a national energy policy for an environmentally sustainable energy supply, Algeria draws on Germany’s experience with the transition to renewable energy. The project to support the German-Algerian Energy Partnership is part of the global programme on Supporting Bilateral Energy Partnerships in Developing Countries and Emerging Economies. GIZ supports the German Federal Ministry for Economic Affairs and Energy (BMWi) in implementing and conceptually developing energy partnerships with Algeria, Brazil, Chile, China, Jordan, India, Mexico, Morocco, South Africa and Tunisia. GIZ also supports the development of new dialogue structures with further developing countries and emerging economies. Objective Algeria builds up an environmentally sustainable energy supply using renewable energy sources and efficient energy technologies. A key area of activity is to create the regulatory framework to promote renewable energy and energy efficiency. Approach The areas of cooperation and thematic priorities of the Energy Partnership include:  Further development and grid integration of renewable energy Establishment of support mechanisms for renewable energy Enhancement of energy efficiency in industry Macroeconomic modelling of long-term energy scenarios
 A steering committee spearheaded by Germany’s Federal Ministry for Economic Affairs and Energy (BMWi) and Algeria’s Ministry of Energy (MEM) is responsible for the Energy Partnership’s strategy. Stakeholders include representatives of the governments and state-owned energy agencies. Two working groups have been set up to focus on the topics of renewables and energy efficiency. Providing a platform for open collaboration, these working groups enable actors from industry, research, associations and initiatives to participate and share project experience. Other key actors include:  The German Federal Foreign Office (AA) The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) The German Federal Ministry for Economic Cooperation and Development (BMZ) The Algerian Electricity and Gas Regulatory Commission (CREG) State-owned energy supply companies Sonatrach and Sonelgaz
 With the support of GIZ, two permanent secretariats have been set up in Algiers and Berlin. They serve as a first point of contact and platform for all stakeholders, providing information on the Energy Partnership’s activities. Results  Regular meetings of the steering committee and the working groups enable German and Algerian decision-makers to engage in policy dialogue. The highlight of the exchange is the annual German-Algerian Energy Day, where international energy policies and ways of achieving the Algerian and German energy transition are discussed. At the meetings of the Local Business Advisory Council on Energy Partnership, key issues of German companies in the Algerian energy sector are identified, discussed and then introduced into dialogue with the institutions of the Algerian energy industry. The Energy Partnership also uses other formats, such as studies or strategy workshops, to support the dissemination of knowledge on the economic impact of energy system transition. Study visits by Algerian delegations to Germany enable experience to be shared on specific topics and also contribute to creating a dynamic partnership. For example, one delegation travelled to Frankfurt to discuss grid integration of renewables with German institutions and companies and to benefit from their experience. Further study trips were successfully held on topics such as promoting energy efficiency in the Algerian economy and macroeconomic modelling of energy scenarios.

Morocco has enormous potential for harnessing renewables, especially solar and wind energy. Given its close proximity to Europe and the existing electrical power lines, Morocco could be integrated into the European electricity market. In the long term, this scenario would benefit both sides. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH advises and supports PAREMA in its objective of contributing to the global energy transition and supporting the Moroccan energy market in its transformation. PAREMA is part of the global programme on Supporting Bilateral Energy Partnerships in Developing Countries and Emerging Economies. The project supports the German Federal Ministry for Economic Affairs and Energy (BMWi) in implementing and conceptually developing energy partnerships with Algeria, Brazil, Chile, China, India, Jordan, Mexico, Morocco, South Africa and Tunisia, and in developing new dialogue structures with further developing countries and emerging economies. Objective Morocco builds up a sustainable energy supply using renewable energy sources and efficient energy technologies. A statutory framework has been put in place to promote renewable energy and energy efficiency.  The areas of cooperation and thematic priorities of the energy partnership include:  Support for the formulation of long-term energy strategies Promotion of market-oriented business and research projects Development of low emission strategies as part of energy projects Advisory services on the market and system integration of renewable energy Opening of low-voltage and medium-voltage grids to feed in electricity from solar energy plants Promotion of energy efficiency measures

 With the support of GIZ, two permanent secretariats have been set up in Rabat and Berlin. They serve as a first point of contact and platform for all stakeholders, providing information on the Energy Partnership’s activities Results In November 2018, King Mohammed VI of Morocco announced that the country would be increasing the proportion of energy it generates from renewable sources by 2030. This project reflects ONEE’s electrical development plan. The final plan is due to be finalised by ONEE in 2020. At the German-Moroccan Energy Conference, which focused on a successful energy transition, more than 350 participants from politics, the private sector, academia, think-tanks, the media and the population at large shared experiences and knowledge about key aspects of the energy transition in Morocco. There was substantial interest in developing ‘power-to-X’ (PtX). The PtX process enables surplus electricity to be stored using a range of technologies. In 2018, the Moroccan Research Institute for Solar Energy and New Energies (IRESEN) undertook an exploratory trip to Germany to explore this area. Following agreement of the Energy Partnership, a feasibility study of the scope for PtX in Morocco was launched. The project attracted great interest, particularly from the German energy sector in terms of potential energy import opportunities. In cooperation with trade bodies, a national quality mark was also launched for installers of solar power plants. The ‘taqa pro’ mark is designed to ensure the quality of pumps and plants. Photovoltaic (PV) systems can be divided into three categories. The quality mark involves a checklist for the most important standards. The checklist includes three training programmes and a charter of responsibilities for installers, an internet portal on which accredited technicians can register, and a monitoring system for clients. The introduction of the quality mark promotes links between the two countries and their energy sectors. It also makes it easier for German PV manufacturers in Morocco to ensure quality by means of new supervision and inspection mechanisms.     Veit-Clemens Raisch

Overall term: 2012 to 2022    The German-Tunisian Energy Partnership supports Tunisia in developing and implementing its national energy policy. It was founded in early 2012 when the two countries signed a joint Memorandum of Understanding on collaboration in the energy sector with a particular focus on renewable energy.  The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH advises and supports the energy Partnership in developing an environmentally sound, secure and affordable energy supply. A key area of activity involves creating more effective and efficient framework conditions on the energy market. The German-Tunisian Energy Partnership is part of the global project Support for Bilateral Energy Partnerships in Developing Countries and Emerging Economies. GIZ supports the German Federal Ministry of Economic Affairs and Energy (BMWi) in implementing and further developing the energy Partnerships with Algeria, Brazil, Chile, China, Jordan, India, Morocco, Mexico, South Africa and Tunisia, and in establishing new dialogue structures with other developing countries and emerging economies. Objective The energy supply system in Tunisia is environmentally sound, secure and affordable. Improved framework conditions on the energy market are in place.   The Energy Partnership is implemented by Germany's Federal Ministry for Economic Affairs and Energy (BMWi) and Tunisia’s Ministry of Energy, Mines and Energy Transition. 
Other key players include:  German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), German Federal Ministry for Economic Cooperation and Development (BMZ), German Federal Foreign Office (AA), Tunisian Ministry of Development, Investment and International Cooperation (MDICI), Tunisian Ministry of the Environment (MALE), Tunisian National Agency for Energy Efficiency (ANME), and the Tunisian energy company STEG.
 Cooperation and topic areas of the energy Partnership include:  energy policy, especially in the field of renewable energy and grid development, strategies to reduce CO2 emissions, and local market development.
 With the support of GIZ, a permanent secretariat in Tunis has been set up to provide organisational and technical support to the Partnership. The Secretariat serves as an information platform and contact point for all stakeholders and interested parties from the fields of politics, industry, science and civil society. The project promotes active participation and dialogue. Results  Economic, legal and technical framework conditions on the Tunisian energy market have been improved with the private sector’s help. The project has facilitated technical discussions, held regular meetings of the steering committee and convened three technical working groups. These activities have made it possible for German and Tunisian decision-makers to engage in policy dialogue.  As a result of the discussions, the Tunisian electricity and gas company STEG is now taking the first steps towards integrating renewables into the power grid. Now an established event, the German-Tunisian Energy Day constitutes the most important exchange platform available to decision-makers from the fields of politics, industry and science from both countries. Recently, around 300 participants discussed the latest cutting-edge energy transition topics. The high-profile event also gave Germany a platform on which to showcase its own energy policy topics and objectives.

 Project description Title: Strengthening of the market for small and medium-sized PV systems

Overall term: 2017 to 2019    Tunisia meets around 97 per cent of its electricity needs from gas and oil. In 2015 the state paid energy subsidies of more than 150 billion euros, resulting in a considerable burden on the budget. At the same time, given the steadily falling prices of photovoltaic (PV) systems, there is now an environmentally friendly and economical alternative for generating electricity. At present, however, despite the excellent geographical conditions, installed photovoltaic capacity stands at just 35 megawatts. More private and public investment is necessary to increase the proportion of photovoltaic systems. This will require a more enabling legal and administrative framework, customer-oriented services provided by the private sector and measures to anchor market growth in disadvantaged regions. Objective The project supports the efforts of the Tunisian Government to expand the market for decentralised photovoltaic systems. Approach The project works with its implementation partner, the National Agency for Energy Conservation (ANME), and other partners in the capital, the provinces and the municipalities, to improve the general regulatory conditions and services. The partners want to reduce bureaucratic barriers to investment in line with national and international recommendations. To this end they wish, for example, to develop official support programmes and to make the regulatory conditions more attractive to investors. Stakeholders in the local solar energy market – including the Agency, the energy utility STEG, municipalities and governorates, company representatives, banks and consumer organisations – are cooperating in three focus regions to draw up and jointly implement action plans designed to promote investment. The lessons learned are made available to other regions and representatives of the national incentive policy. The transparency and quality of the products and services on the market are being improved. Methods and instruments are being identified for this purpose, and appropriate training measures are being planned and delivered for decision-makers, advisors and installation engineers. Here, too, the lessons learned are being compiled in a suitable form and made available.

 Waste management company Böblingen The project "Municipal Knowledge Transfer Maghreb-Germany" between the waste management company of the district of Böblingen and the Tunisian municipality of El Guettar began with a first delegation trip in 2016.  It is part of the ComUn program, which is organized by Engagement Global gGmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) by the German Agency for International Cooperation (GIZ) and the Service Agency Communities in One World (SKEW). The project aims to promote the exchange of knowledge and experience between Algerian, Tunisian and Moroccan cities and German municipalities by jointly implementing urban projects and strengthening municipal self-responsibility and municipal services.  The municipality of El Guettar is an oasis settlement with approximately 20,000 inhabitants and is located in the center of Tunisia. The El Guettar oasis covers an area of 630 hectares and is an important green lung for the local population. Environmental protection is therefore a central issue for the community. The waste disposal project was initiated by the Environmental Association for Sustainable Development of El Guettar ("AEPDD") and thus to a large extent by the civil society.  The project consists of the following sub-projects:   Raising awareness of the population for waste separation  The most important aspect at the start of the project was to bring waste separation closer to the citizens and to extend the measures to all households at a later stage. In this regard, the establishment of a collection point for plastic waste with suitable equipment for shredding and baling the plastic waste in a pilot district is also part of the project. Those who bring their plastic bottles to this collection point themselves receive a compensation which reduces the waste charge. El Guettar is currently developing an app ("E-Sorting") to process the compensations given to citizens for the delivery of separately collected recyclable materials to the new recycling center. 2.  Construction of a recycling center With the opening of the recycling center in December 2019, the project partnership between the waste management company Böblingen and the municipality of El Guettar has reached a first milestone. The recycling center comprises a small sorting unit for plastics, paper/cardboard containers, and cans. 3.  Promoting awareness for biodiversity and circular economy through a pilot project on in-house composting Initially, 300 households were equipped with composters and trees were planted specifically as part of the project. With the compost produced from biodegradable waste, the company wants to support the growth of the trees and thus trigger the circular economy.  At the same time, the perception of environmental problems is sharpened and the advantages of composting are communicated in a tangible way.    4.Construction of a composting station starting in 2020 By way of making parts of the population more aware of the benefits and effects of com-posting, it is assumed that the construction of the composting plant in 2020 will be more widely accepted. In addition, an increased willingness of the population to collect organic waste separately at home is expected. Result The development and implementation of a communication plan for waste separation through-out the entire project was essential for the successful progress of the project. This was carried out using the following approaches:  Defining the communication plan for starting the separate collection including means of communication Proposals for a logo for the project Network with other Tunesian cities    To achieve a sustainable change in the behaviour of the inhabitants of the oasis settlement in dealing with waste, it is necessary to create awareness among the entire population. Therefore, a special awareness campaign for separate collection of recyclables was prepared and carried out from September 2019 to December 2019. This included the following steps:  Production of flyers and posters and their distribution, especially in public places On-site advice for households Making waste separation a topic of discussion during school visits and lessons Tender and implementation of a video contest (competition) for young people on the topic of waste separation Use of social media  After signing a partnership agreement between the district of Böblingen and El Guettar during a delegation trip with Roland Bernhard, the chief administrative officer of Böblingen, the partnership is to be extended to other fields of action (environmental protection, education, tourism/culture, arts and crafts).

Members of the orientation committee.   Challenges  High urbanization rate in the Maghreb countries increase expectations towards urban municipalities to deliver better urban services and ensure good living conditions. Municipalities need to develop local democracy and strengthen citizen participation in the context of the ongoing social and economic transformation processes.  Program Objective To strengthen cities as key players in national, regional, and local development and reinforce their capacities, structures, and urban services through exchanges among cities in the Maghreb region. To increase the diffusion of sustainable solutions in the urban sector and encourage the use of instruments and good practices existing in other contexts (peer-to-peer). To support the development of networks of cities on several themes by facilitating discussion and exchange of solutions. Selected Results  Informed policy/involved stakeholders: Development of learning networks on different urban topics or issues and services such as solid waste management, public transport, energy efficiency, and rehabilitation of medinas:  Technical assistance to Morocco’s recently created association of mayors (AMPCC) and support in the ongoing public debate on the new decentralization law. Funding of four thematic city networks involving a total of 30 municipalities in Morocco. Implementation of seven city development projects in cooperation between civil society and the municipalities. In Tunisia, the network on waste management, involving 20 cities, signed an agreement with the National Federation of Tunisian Cities (FNVT) as the network's national partner.     Increased capacity: Reinforcement of local democratic structures in Tunisia, with CoMun providing several kinds of support to the partner cities:  In Tunisia, one-stop shops providing municipal administrative services were established in 8 cities by end of 2014, 7 more are being planned. The délégations spéciales of the cities of Touzeur, Gabes, La Marsa, and Menzel Bourguiba adopted their municipal budget and approved the projects that had been prioritized in a participatory approach. A series of workshops on local democracy and citizenship, provided in partnership with the Center for Training and Support to Decentralization (CFAD) between May and October 2014, mobilized more than 100 representatives from municipalities. They were supported by a training of trainers approach in order to develop moderator capacities in different regions of Tunisia. A youth project initiative, Contest of Ideas for Youth, was organized in three cities in Tunisia to support youth participation. Institutional development at the FNVT in order to promote and protect the interests of cities.

World Circular Textiles Day takes place every year on 8th October. Our vision is to galvanise the collective ambitions and goals of people, organisations and businesses to reach a fully circular textiles world by 2050. Our mission is to provide a framework for circularity stakeholders to develop and deliver a collaborative, evolving roadmap and to chart circularity’s momentum annually from the 8th of October until 2050.

What does fully circular by 2050 mean?
- Shared textile resources, in the form of products and raw materials, are kept in **continual circulation**.
- Virgin resources are **replaced with circular materials**.
- Dignity, equity, and equality for the **people** involved in all parts of the circular value chain.

We need to know where we stand today to chart how to get to 100% Circularity by 2050. What circular activity is currently happening in the textiles and apparel industry, and where in the world is it happening? The WCTD Collection aims to answer this question by building the world’s largest digital library of circular textiles case studies.

The Covid-19 outbreak has led to a health and economic crisis, which is putting employees at risk of infection at the workplace. As a means to protect workers from infection this has initiated global use of Personal Protective Equipment (PPE). This in turn has resulted in an increasing amount of international waste directly attributed by disposable, single-use PPE. With strategic partnerships and funding by the German Corporation for International Cooperation GmbH (GIZ), and The German Federal Ministry for Economic Cooperation and Development (BMZ), a collaborative project was created to eliminate this issue by creating a more sustainable alternative; a fully-biodegradable medical and recyclable mask.
