The construction industry in Europe stands at a critical juncture, facing a unique combination of challenges and opportunities that shape its future. As one of the largest and most impactful sectors, construction plays a central role in developing the cities and infrastructure of tomorrow. 

However, its environmental impact is significant: the built environment, driven by construction activities and building use, is responsible for 40% of global CO2 emissions and 40% of global resource use. This makes it a major contributor to the transgression of several planetary boundaries, including Climate Change, Land-System Change, and Biosphere Integrity. 

This case study selection highlights circular practices in the reviewed projects based on the 9R circularity framework, which serves as a set of guiding principles for transforming conventional construction practices into more circular and sustainable ones.

The pandemic has caused major shifts in migration patterns, including huge movements of people in and out of urban areas. Furthermore, climate change and conflicts tend to have disproportionate impacts on cities. These factors mean that the world is far from achieving the goal of sustainable cities.  
In many developing countries, slum populations have been growing, putting at risk the target of adequate housing for all by 2030. Since 2015, the number of countries with national disaster risk reduction strategies has more than doubled. 

Cities are hubs for ideas, commerce, culture, science, productivity, and social, human and economic development. Urban planning, transport systems, water, sanitation, waste management, disaster risk reduction, access to information, education and capacity-building are all relevant issues to sustainable urban development.

This target entails multiple essential concepts such as disaster risk reduction (DRR) and sustainable transport.

To achieve SDG 11, efforts must focus on strengthening capacities for planning for urban development, improving access to public transportation, and enhancing waste management.

Make cities and human settlements inclusive, safe, resilient and sustainable

Slow strategies aim to keep materials in use for as long as possible, for example through design for durability and repairability. A more circular economy is also a slower one: materials, components, and products—and even buildings and infrastructure—that we lock in stocks are made to last. This will lower material demand in the long run, in essence also serving to narrow resource flows.

- material passports for the building products, etc.

Replace typical brick and mortar wall with a dry-stacked wall with interlocking bricks will limit the amount of mortar required and ease the deconstruction efforts at the end of service life for the subsequent use.

Reuse of discarded yet still usable product, for the same purpose, by a different user.

The doors, windows, service installations, and even furniture are flexible compared to the building structure. If dismantled carefully, they can be reused elsewhere for the same or different purposes.

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

**These 17 Goals recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.**

The SDGs build on decades of work by countries and the UN, and especially on the Millennium Declaration adopted in September 2000 at UN Headquarters in New York which let to the elaboration of eight Millennium Development Goals (MDGs) to reduce extreme poverty by 2015.

In 2015, the Paris Agreement was signed. A major blueprint came out of this: The Sustainable Development Goals: 17 overarching goals—and 169 targets—that governments are aiming to meet by 2030. Significant progress has been made in terms of poverty, health and inequality, but there's still a way to go. This is where the circular economy comes in: by circulating resources multiple times, the circular economy tackles issues of scarcity and allows all to access what they need—without overburdening the earth. If it's implemented in a holistic way—affording attention to social considerations and the fair distribution of resources— it also offers a pathway for achieving the SDGs; and the link between the two is ever-growing. It is the Division for Sustainable Development Goals (DSDG) in the United Nations Department of Economic and Social Affairs (UNDESA) which provides substantive support and capacity-building for the SDGs and their related thematic issues. TheDSDG plays a key role in the evaluation of UN systemwide implementation of the 2030 Agenda and in advocacy and outreach activities relating to the SDGs. In order to make the 2030 Agenda a reality, broad ownership of the SDGs must translate into a strong commitment by all stakeholders to implement the global goals. DSDG aims to help facilitate this engagement.
Alongside this, the annual High-level Political Forum on Sustainable Development serves as the central UN platform for the follow-up and review of the SDGs.
In addition, the UN Secretary-General presents an annual SDG Progress report, which is developed in cooperation with the UN System, and based on the global indicator framework and data produced by national statistical systems and information collected at the regional level.

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

This framework surpasses the famous 3R (Reduce, Reuse, Recycle). The nine strategies Refuse, Rethink, Reduce, Reuse, Repair, Refurbish, Remanufacture, Repurpose, and Recycle and Recover provide a clear and actionable roadmap for a circular transition. 

Strategies at the top of the hierarchy, such as Refuse, Rethink, and Reduce, are the most effective at increasing a construction project's circularity level. These strategies focus on avoiding or minimising resource use and waste from the project's conception.

That is why a clear hierarchy exists where higher-level R strategies are preferred, and lower-level strategies are deemed more linear. 

In the original 9R framework, the last strategy, Recover, is often considered non-circular since it consists of energy recovery from material waste incineration, which is why it was left out of the scope of this case study collection.

🏢 9R Framework


RAU Architecten en Ex Interiors ontwierpen in opdracht van Triodos Bank en ontwikkelaar EDGE een volledig remontabel, houten ‘kathedraal’, die wereldwijd de toon zet op circulair en duurzaam gebied. Zo is het kantoor het eerste grootschalige 100% houten, remontabele kantoorgebouw. Ook dient dit gebouw als eerste tijdelijke materialenbank en slaat het meer CO2 op dan is verbruikt. Ook heeft de Triodos Bank Nederland het BREAAM Outstanding certificaat behaald. Van landgoed naar goed landDe bank als nieuwe bewoner op De Reehorst – Het nieuwe kantoor van Triodos Bank ligt op Landgoed De Reehorst. De Reehorst maakt deel uit van een reeks buitengebieden in Zeist en Driebergen, bekend als de Stichtse Lustwarande, en is een belangrijke schakel binnen de Ecologische hoofdstructuur (EHS). In 2011 besloot Triodos Bank om op De Reehorst een nieuw kantoor te realiseren. Na eerdere spraakmakende (hoofd)kantoren uit 1999 en 2006 heeft RAU architecten ook dit nieuwe kantoor ontworpen in samenwerking met Ex Interiors. Streven was het realiseren van een ‘gesamtkunstwerk’ waarbij optimaal werd samengewerkt met alle overige adviseurs zoals constructeur Aronsohn, de adviseurs Deerns, DGMR, BBN, de landschapsarchitecten van Arcadis en bouwbedrijf J.P. van Eesteren en zijn onderaannemers. Door het ontwerp een maximale circulaire potentie te verlenen, ontstaat er een dynamische balans tussen natuur, cultuur en economie. De komst van de Triodos Bank heeft zo geleid tot een nieuwe impuls om het landgoed naar de 21e eeuw te transformeren. De houten 'kathedraal'De houten ‘kathedraal' – Het gebouw kent geen duidelijke voor- of achterzijde. De natuurvriendelijke voetpaden leiden de passant en medewerker naar de twee entrees. Eenmaal binnen komt de transparantie van het gebouw en de bijzondere houten constructie tot uiting. De volledig glazen gevel reikt van vloer tot vloer waardoor het natuurlijke daglicht tot diep in het gebouw kan binnendringen. Per gevelstramien van 3.60 meter kan een verdiepingshoog raam worden geopend. Dit maakt het contact met het omringende landschap nog indringender, zonder dat dit de regeling van het binnenklimaat verstoort. Vides creëren visuele verbindingen tussen de verschillende verdiepingen. De spiltrappen die in de vides staan, verbinden de verdiepingen en vormen korte doorsteken die het gebruik van de trap op een natuurlijke manier stimuleren. Zowel de vormgeving als het materiaal- en kleurgebruik binnen het gebouw halen hun directe inspiratie uit het landschap. Door de genuanceerde kleurkeuze van materialen steken de houten constructieonderdelen visueel af tegen de rest. De houten constructie is direct zichtbaar in de vorm van gelamineerde spanten en houten CLT (Cross Laminated Timber) kernen. De eveneens houten CLT-verdiepingsvloeren worden gedeeltelijk gecamoufleerd door de houten sporen en de daarboven gelegen klimaatplafondelementen. De begane grond heeft een grote verdiepingshoogte waardoor er een associatie met een ‘kathedraal' ontstaat bij het waarnemen van de houten spanten die rondom de volledig houten kernen zijn geplaatst. Om de transparantie van de werkvloeren en de relatie met het landschap maximaal tot zijn recht te laten komen, zijn speciale werkruimten gescheiden door middel van transparante scheidingswanden, die aan zeer hoge geluidseisen voldoen. Daar waar echter ook visuele privacy gewaarborgd moet zijn, worden transparante wanden vervangen door dichte wanden. Deze zijn veelal voorzien van een linnen afwerking voor een optimale akoestiek. Vorm - Orgaan - Gestalt'e'Een gebouw voor natuur, cultuur en economie – De compositie en vorm van het vijf verdiepingen hoge gebouw (12.994 m2) is o.a. geïnspireerd door de natuur, de ritmiek van de landschapskamers in het omliggende landgoed en de vliegroutes van vleermuizen. De drie transparante, gelijkvormige torens lopen op van zuid naar noord en zijn op de begane grond, eerste en de tweede verdieping afwisselend met elkaar verbonden. Dit fysiek geworden orgaan faciliteert dagelijks een prachtig uitzicht voor alle medewerkers. Door zijn gestalte ontstaan tussen de bosrand en het gebouw drie nieuwe “landschapskamers” en creëert rondom een diversiteit aan nieuwe landschapskwaliteiten. In het door Ex Interiors ontworpen interieur wordt de schoonheid van het omringende landschap verder weerspiegeld. De keuze voor organische vormen, verfijnde materialen en sober kleurgebruik geïnspireerd op het pallet van het landgoed zorgen voor een natuurlijke verstilling bij binnenkomst en versterken het samensmelten van het gebouw met de omgeving. Het hout, toegepast in zowel het meubilair als de vloeren, is veelal afkomstig van het landgoed. Door materialen te selecteren op hun echtheid is er een extra dimensie aan het gebouw toegevoegd, waarmee een geïntegreerd ontwerp is ontstaan dat bijdraagt aan de rust en sereniteit in het gebouw.

Binnen deze enorme openheid en transparantie in het gebouw, ervaar je een gevoel van veiligheid en geborgenheid middels de invulling van de verschillende functies. Een ‘ontmoetingsgebouw’ waarbij het samenspel met de natuur en spontane ontmoeting tussen medewerkers en bezoekers zich als vanzelfsprekend ontvouwt. Hiervoor is de begane grond het publiekstoegankelijke deel. Op de 1e verdieping bevindt zich de samenwerkvloer met een diversiteit aan werkplekken gericht op een interne ontmoeting voor medewerkers van de bank.  De overige werkplekken voor de medewerkers van Triodos Bank komen in de drie torens met een adembenemend uitzicht over het landschap.Houding met houtHet eerste grootschalige houten kantoorgebouw – Het gehele gebouw, zowel de lage delen als de torens, bestaat uit een unieke houtconstructie. Houten vloeren, houten schachten en houten kolommen vormen samen een spectaculaire constructie als die van een “kathedraal”. De compositie van het gebouw en zijn glazen gevels zorgen voor een maximale toetreding van daglicht en een magnifiek uitzicht over het binnendringende landgoed, waardoor alle medewerkers niet alleen op, maar ook in het landgoed werken. In het gebouw zijn 1.615 m3 gelamineerd hout, ruim 1.008 m3 kruislaaghout (CLT) en 5 originele boomstammen verwerkt. Alleen de kelder kent vanwege de waterhuishouding nog een betonconstructie. Hierdoor is een gebouw ontstaan met de laagste CO2-voetafdruk tot nu toe.Duurzaamheid optimaliseert het hedenKostbaar hoeft niet duur te zijn – Naast de integratie van de allerhoogste duurzaamheidsambities en het behalen van het BREEAM Outstanding certificaat is het nieuwe kantoor ook een energieneutrale huisvesting die voldoet aan de allerhoogste gezondheidseisen van de verwerkte materialen. Zo ligt het aandeel hout in de hoofddraagconstructie op nagenoeg 100% en is in het interieur alleen natuurlijk textiel verwerkt. Het gebouw beschikt over een lowtech installatie met een hightech effect. Klimaateilanden regelen het klimaat op microniveau. Integrale duurzaamheid vormt daarmee de basis voor deze maatschappelijk verantwoorde (gebouw)ontwikkeling.Circulariteit faciliteert toekomstEen gebouw als optie met toekomst - RAU Architecten ziet een circulair gebouw als een tijdelijke samenvoeging van producten, componenten en materialen met een gedocumenteerde identiteit. De herkomst en de geplande herbestemming van alle producten, componenten en materialen zijn hierbij nauwkeurig gedocumenteerd om deze in de toekomst eenvoudig een nieuwe huisvesting te kunnen bieden. Belangrijk is om al bij het ontwerp van de gebouwen maximaal te anticiperen op mogelijke aanpassingen door veranderingen in de behoefte van de gebruiker, door verschillen in gebruiksduur van bouwcomponenten of door externe invloeden zoals veranderende regelgeving of klimaatverandering. Het faciliteren van de permanente consequenties van tijdelijkheid is dan ook kenmerkend voor het ontwerp. Door van vastgoed ‘losgoed’ te maken is een gebouw met maximale circulaire potentie gerealiseerd: remontabliteit zonder waardeverlies. Vijf standaard-elementen, waaronder de houten liftkern en de houten dragers, borgen circulariteit door hun modulariteit. Het gebouw is letterlijk in elkaar geschroefd met 165.312 schroeven. Dat betekent dat door het gebouw ooit weer uit elkaar te schroeven de circulaire potentie 100% geactiveerd kan worden zonder waardeverlies van materialen, componenten en producten. De bank in een bankHet eerste gebouw ter wereld dat geconcipieerd is als materialenbank – Het feit dat ook de materiaalwaarden online via het Madaster-platform (het kadaster voor materialen) gemonitord worden, maakt dat het gebouw naast een materialendepot ook een materialenbank is. Hiermee kan de waarde van materialen in de toekomst balans technisch liquide gemaakt worden en/of fiscaaltechnisch geactiveerd worden. SamenwerkingHet ontwerpteam is aan de slag gegaan in opdracht van Triodos Bank. EDGE heeft het complete proces gefaciliteerd. Aannemer is J.P. van Eesteren en installateur is Bosman Bedrijven. Luning was de constructeur voor de houtconstructie.
