The municipality of the Hague, in the Netherlands, saw itself as a change agent for a more circular ecosystem in the city. As a result, The Hague began implementing its circular plans by scoping the local environment and concentrating on the areas that are the most important for the city: the building sector, services industry, and households. With the development of a social circular economy center, efficient circular procurements, and plans for a circular district, the municipality has made key steps to scale up its circularity.
