They collaborate with the leading environments on the circular economy in Europe, and together they contribute to Norway delivering on the sustainability goals and climate goals in the Paris Agreement.

At 2.4%, Norway's circularity rate is below the global average (8.6%). Norway consumes 235 million tonnes of materials—metals, fossil fuels, biomass, and minerals—to fuel its societal needs each year. 97.6% of these materials are never cycled back into the economy. But Norway has enormous potential: the country could see a 20-fold increase in its circularity by restructuring Norwegian business and industry.

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

The Kongsvingerregion has in collaboration with Circle Economy and Circular Norway completed a Circular Scan.The Scan focused on the built environment value chain in the region.The scan resulted in 4 circular pilot projects, Regional construction network and digital marketplace, Demolition waste as a resource, Circular public procurement and O-House - circular housing for young adults. Two reports have been created from the process. The first report look at phase 1 &amp; 2, with focus on material flow and socio-economic analysis. The second report look deeper at the strategic development of the pilot projects.

Go good is a company that offers a furniture service for business called Good work. Good Work is a comprehensive service that helps you handle the interior design of the office from A to Z. Good work tailor interior solutions to the company's needs, choose sustainable furniture and install them with a reuse system that makes it easy to take care of, reuse and replace furniture when the needs of the workplace change. Go good have established collaboration with several office designers and pride themselves with mixing new established design with second hand pieces. They are therefore able to offer furniture reuse as a service.Good work is the first service Go good is offering. They are planning on expanding their service to private homes soon.

 “We see that our customers and their customers request trusted information documenting the footprint from our materials and production. The aim of the pilot is to test a platform that supports manufacturers and brands to back their sustainability claims with verified data. This will allow them to trace the metal from the factory gates until it reaches the customer,” says Bjørn Kjetil Mauritzen, Head of Sustainability in Hydro.
The focus on more-sustainable products, standards and operations has increased dramatically in recent years. With the vast amount of information and various standards, providing access to quality facts that can enable the customers to review products from start to finish is more important than ever. By doing so, the customer can make greener purchase decisions based on facts and not just claims.
Tag. Trace. Trust
Hydro will implement the blockchain-powered “Tag. Trace. Trust.” service developed by DNV GL. It allows anyone to instantly check the validity, data and authenticity of the product’s environmental profile.
“In this way, the aluminum product passport, with its unique digital ID, attached to the product displays key sustainability facts, such as low-carbon aluminum and post-consumer scrap content,” explains Lin Jacobsen Hammer, Business Development & Sustainability Manager in DNV GL-Business Assurance.
From raw material to a park bench
In the pilot phase, Hydro and DNV GL will work with the sustainable-furniture maker Vestre. The company uses Hydro CIRCAL in selected furniture lines. The product data on the platform gives the company and their customers traceability of the aluminium and the CO2 emissions from raw material to a finished bench in a public park.
The next step is to review the experience from the pilot to assess how Hydro can implement the platform to a standardized model. The goal is to roll out the platform to Hydro customers in 2021.
“Ultimately, this pilot is made possible through the work we have invested in our greener brands in recent years. As a result, we can now explore how new technology can provide the market and the conscious consumer with key data – presented in a way they understand and trust – as a part of our agenda of driving sustainability,” says Jørgen Hansson, project lead in Hydro.
What is blockchain?
Blockchain is a technology that allows for data to be validated and subsequently stored as an immutable ‘block’ through a peer-to-peer community on a digital database building on the principles of distributed ledger technology. The resulting blockchain is immutable because every block is validated based on previous blocks, making it near to impossible to alter – as the modification of a recorded transaction would require modifying all previous blocks. Blocks are validated by an algorithm to ensure replication among nodes is undertaken. Third-party verification of processes on integrity of adding data as well as data checks add confidence that product claims are trustworthy and documented.
How could a blockchain-enabled system provide provenance and responsible production claims?
A producer can document product quality, environmental impact and sustainability improvements distinctive to their products and make it available in a blockchain-based ecosystem. This creates differentiation in a competitive market increasingly looking for transparency and builds added trust in third party-validated sustainability claims.
The trustworthiness and security builds on three factors:

Each certificate or product passport is equipped with a unique digital identity and therefore traceable.
Documents equipped with a tag are therefore 100% authentic and unique and safely stored on the blockchain.
Anyone can easily trace its origin at source and check authenticity and details on the blockchain.

Blockchain for greener metals – tag, trace and trust

       Is it possible for a traditional product company to find profitability in circular business models? If you ask Hako, after having participated in Cirkulära Halland (Region Halland’s project on circular business models), the answer would be yes!
– “Both political decisions and customer demand are pointing in this direction, so we wanted to be the first in our industry to hop on board,” says Jonas Tapper, Business Area Manager for After Sales at Hako Ground & Garden AB.             Jonas Tapper, HAKO   It all started with a discussion back in February, 2019. Hako’s Jonas Tapper was discussing the Cirkulära Halland project with Josefina Sallén at RISE and based on that, he concluded that it would be interesting to make an attempt at adapting the company’s business model in this way. – “We sell and maintain machinery for gardening & landscaping, sweepers, vacuums and other types multifunctional outdoor cleaning machines,” says Jonas Tapper. “Our business also includes buying back used machines, renovating them and then reselling them. For our ground maintenance activities, we’re now looking into whether we might be able to transition from selling products, to selling functions,” he says. Interesting both environmentally and financially Reasons for the interest in this were many. First and foremost was concern for the environment. Manufacturing new products consumes a large portion of the world’s resources and Hako wanted to make a difference by lowering its own environmental impact. But there were financial considerations as well. – “Society is moving more in the direction of reuse and circularity. We see this in public tendering in particular and government contracts are a big part of our business,” says Jonas Tapper. “When we started looking at this more closely, we realized how large the demand for reuse really was. And, because we know that this form of sales has progressed quite far in other sectors, we also wanted to see if it could provide us with a competitive advantage,” he says. Sound financial calculation important A decision was thus made to proceed during spring 2019 and that same summer, a working group was set up consisting of Jonas Tapper, Kenneth Rolling (Head of Logistics) and Mats Palm (CFO). Together with RISE, they studied the demand for reuse and performed calculations on the profitability of it. – “Yes, the environmental aspects are important. But, you still need to do the math and ensure that there is a sound financial case for going forward,” says Jonas Tapper.         They also had some practical dilemmas that we were able to solve by applying a circular approach          In order to calculate profitability, they contacted one of their customers, Halmstad Municipality, to ask if they might consider being a pilot customer. – “They immediately became interested and we’ve been working closely with them ever since,” says Kenneth Rolling. “We came up with some proposals and suggestions that they gave us feedback on. In that way, we helped each other find the way forward. Working closely in this way, with RISE and our customer, has been tremendously advantageous to us in making this transition,” he says. Perfect match for a municipality It turned out that Hako’s thoughts of transitioning from selling products to various types of services and functions instead was perfectly aligned with Halmstad Municipality in many ways. – “Like many other municipalities, they had already established strategic goals for becoming more sustainable, but needed to find more solutions for achieving those goals,” says Jonas Tapper. “They also had some practical dilemmas that we were able to solve by applying a circular approach,” he says.        One example was machinery that Halland Municipality had purchased for both summer and winter maintenance tasks. But, the machinery wasn’t optimal for either task and that had a negative impact on the work environment. – “When you encounter a situation like that, it can help to switch your focus from product to function,” says Jonas Tapper. “With a focus on selling products, it becomes too expensive for the customer to purchase two pieces of machinery. But, if we instead lease machinery for the summer tasks and other machinery designed specifically for the winter tasks, we can arrive at the same cost, but with much better performance,” he says. “It makes things easier for the customer, gives them better cost control, a more even cash flow and better control on the products. A win-win for both sides, in other words,” he says.       So far, everyone involved is very satisfied. – “It gives us a competitive advantage, which, environmentally, also takes us in the right direction,” says Jonas Tapper. “Through our discussions, we’ve been able to identify the customer need and how we can help them with that. In turn, it enables us develop the business. We’re now very excited about testing and spreading this concept further within our organization, to our partners and to our customers,” he says.          We’re all familiar with the concept of a “wear-and-tear” or “throw away” society. Where we use a product until it breaks or it is time to replace it with a newer model. And then, you just throw the old one in the dumpster. Today, we think differently. We know that our world’s resources are finite and that we must take better care of our planet. With that in mind, the Paris Agreement on Climate Action and Goals of the 2030 Agenda for Sustainable Development have set high demands on countries, regions, municipalities, companies and consumers alike. But, where do we start? How do we actually create a sustainable, circular economy? How do companies broaden and adapt their businesses to become both profitable and circular? And, how can the public sector (municipalities and regions) adapt their tendering processes to impact the market? In Cirkulära Halland (Region Halland’s project on circular business models), RISE has worked in close collaboration with industry and municipalities to create the prerequisites for a circular economy. This is our story.        

Hako is a producer of cleaning machines. They are offering the solution "Clean Water", a cleaning alternative where you only need water and microfibre cloth to get a clean surface. The machines will clean your surface without leaving any traces of chemicals or lime.

Clean water is all you need

 Havyard LAB is now a three-step tool that is unique in a commercial context. It is introduced to allow shipping companies to perfect ship designs step by step. This process will result in a ship that is carefully adapted to its work and the waters in which it will be operating, while also cutting energy consumption, emissions and operating costs. Executive Vice President Stig Magne Espeseth of Havyard Design & Solutions AS (HDS) refers to a recent example where they were considering different design options together with a customer. ‘We simulated the different design options and demonstrated that the customer could reduce the energy consumption significantly by choosing one alternative instead of the other.’
Full simulationHavyard Design & Solutions has extensive experience of zero-emission ferries after a record series of twelve electric ferry designs. ‘And the next two ferry designs will be perfected using the three-step tool in order to become even safer and more environmentally friendly.’
R&D Manager Kristian Steinsvik explains that during the first round of the three-step tool, you can experiment with hundreds of alternatives to clarify the basic size and framework conditions for the ship. In the next round, the best alternatives have been selected and the process continues with quality assurance and documentation of the variables of the designs that have made it into the ‘final round’. Finally, Havyard LAB is used to run a simulation of a digital twin of the ship in a virtual ocean.
Virtual oceanSteinsvik says that the Havyard LAB has exact weather and wind, current and wave data for different ocean areas around the world that they use to create the most realistic virtual ocean possible depending on where the ship is intended to operate.‘This is how we create smart ship designs through a process where we simulate the ship's pattern of operations and collect documentation and experience that will normally not be available until the ship has been in actual operations for years.’

Three steps to zero emissionsThe three-step Havyard LAB tool gives shipowners an opportunity to test the hull, technology and operations before the ship has even been built. At the same time, Stig Magne Espeseth emphasises the interaction between customer, salesperson, designer and specialists on the new tool as a crucial factor in the development of sustainable designs. ‘Our customers have many choices to make during a design process. The sum of our experience and the new tool enables us to give good, fact-based advice on how to design ships with high value creation and low environmental impact – and the long-term goal is of course zero emissions.’
A win-win situationStig Magne Espeseth says that this tool will be useful when it comes to cutting costs and emissions for wellboats and specialist vessels for offshore wind parks as well as ships operating in the transport sector. ‘Shipping companies that can experiment the most, quickest and cheapest during the design phase have the best chance of succeeding in both tender competitions and competition at sea. We now have the tool to help them with this.’

A digital platform for waste management

 Verken bæsj, bakteriar eller lukt er noko problem, meiner ho, og viser fram eit tynt, tynt papir av ris. Det blir brukt til innlegg i bleia for å fange opp bæsjen. Når bleia skal skiftast, kastar ho bæsjen i do, og rispapiret i søppelbøtta. Maria snuser i lufta på badet, og slår fast at det er luktfritt. Blanda kjensler ved bleieskift Sambuar Torbjørn blei ikkje like kjapt frelst på tøybleier som Maria. Den nybakte mora brukte frå før beresjal for sonen, og Torbjørn syntest det tenderte til hippi-tilstandar i heimen då ho lanserte tøybleier også. No kan dei ikkje tenke seg noko anna. Medan Maria finn fram ein ny bleie for Eskild, vaskar stumpen og festar ein rein, fargerik bleie med leopardmønster på guten, fortel 28 åringen at bleieskift tidlegare gav blanda kjensler. Som dei fleste nybakte foreldre, starta også dei med eingongsbleier. – Eg fekk vondt i magen og dårleg samvit kvar gong eg måtte presse nok ein full søppelpose med bleieavfall i bossdunken. Lenge før reinhaldsverket rakk å hente den, var dunken alltid fullstappa, sukkar ho. I Noreg er det til ei kvar tid rundt 180.000 bleiebarn, og barna er storforbrukarar av eingongsbleier. Kvart av dei brukar 5 – 6000 bleier i løpet av bleieperioden, viser forbrukarstatistikk. Til saman gir dette om lag 60.000 tonn avfall årleg.

 Frå bleiestress til senka skuldrer Det var på Facebook Maria først oppdaga alternativet til eingongsbleiar. Der fann ho eit heilt tøybleiesamfunn, med tips, kjøp og sal, meiningsytringar og faktainformasjon. Det var midt i blinken for ei som gjerne ville sleppe søppelberg av brukte bleier. Den vesle familien på tre bur i Sjåstaddalen i Ørsta, langt frå butikkar og kjøpesenter. Som nybakt mor følte ho at eingongsbleiar gav stress i kvardagen på fleire vis. – Bleier stod alltid på handlelista. Vi var alltid redd for å gå tom. No slepp vi heile maset, og har alltid bleier tilgjengeleg, seier Maria. Ein tøybleie av det billigaste slaget kostar rundt 50 kroner, dei mest eksklusive kjem opp i eit par hundre. – Vi har kjøpt 24 bleier på bruktmarkedet og har lagt ut vel 1200 kroner, fortel Maria. Eskild får på strømpebukse og ulltrøye, og det er tid for kos i armane til mamma. Ikkje lenge etter er han i sin søtaste søvn.

 Tøybleie-veteranen I Ørsta sentrum bur ei anna mor Maria har blitt kjent med, og som har vore til god hjelp og oppmuntring i prosessen med overgangen til tøybleier. Alva Sivertsen Moe er trebarnsmor og veteran på tøybleiefronten. Ho er sjukepleiar, men ute i morspermisjon. Når Maria og Eskild kjem på besøk, blir det full fart i stova med ivrige, dansande småtassar og bleiesnakk. Også Alva og ektefelle John Kristian starta med eingongsbleier då førstefødde Vilma kom til verda for fire år sidan. Etter tre månader fekk dei nok av alt avfallet, og har sidan berre brukt tøybleier. Alva synest det har gått veldig greitt. Ho erfarer at det ikkje er så masse ekstraarbeid som ho meiner produsentane av eingongsbleiar forfektar. – Tek ein bleievask i lag med anna vask som handdukar og sengetøy, går det av seg sjølv. Dessutan sparer vi tid fordi vi heile tida slepp å springe ut og inn til bossdunken med brukte bleier, seier ho frå godstolen, der ho sit og ammar Tomine. Veslejenta er fem månader, og har på ein stripa, fargerik bleie ho arva etter broren Elias på to. I si tid arva han bleia etter storesøster Vilma. Familien har rundt 40 tøybleier i hus fordi dei til tider har hatt to bleiebarn samtidig. For eitt barn, held det oftast med 24. Alva meiner tøybleier er meir komfortabelt enn dei vanlege bleiene. – Ingen av våre tre har hatt sår stump eller utslett i bleieperioden. Passforma er sjølvsagt viktig, og ein må prøve seg fram til beste typen for sitt barn. Sjølv har eg forresten enno til gode at barna blir gjennomvåte eller utbæsja til langt opp på ryggen, seier ho.  



Dei to familiane i Ørsta eit forbruk på rundt 65 bleier til saman. Maria og Alva kan ikkje tenkje seg å gå tilbake til eingongsbleier.

 Mange meiner at barna deira blir tidlegare tørre fordi dei brukar tøybleier. Barnet forstår fort at bleia blir våt når det tissar, og det gir motivasjon hos både barnet og foreldra til å slutte med bleie tidlegare enn vanleg. – Dei to eldste barna våre var tørre ved toårsalderen. Eg har kjenningar som brukar papirbleier på barna til dei er både tre og fire år, fordi slike bleier syg opp tisset så godt at den kjennest tørr ut. Dermed får ikkje barnet same behovet for å kutte ut bleia, meiner Alva. Mange mytar om tøybleier Gammaldags, tidkrevjande, umoderne, sært og bakstreversk. Haldningane til tøybleier er mange, og dei to mødrene har begge fått kommentarar frå andre foreldre som synest det er merkeleg at dei kan bruke slikt på borna. Men det meste er mangel på informasjon og mytar, meiner dei to. Dagens tøybleier er fikse, trendy og langt enklare i bruk enn på bestemors tid. Bleiene er definitivt ikkje kva dei eingong var. – Det er ikkje snakk om firkanta tøystykke, gassremser, nåler og plastikk rundt det heile, slik det ein gong var. Bleiene er alt- i – eitt-bleier, akkurat som papirbleiane. Dei finst i mange ulike modellar med borrelås eller trykk-knappsystem til lukking. Fellesnemnaren er at dei held fukt ute, og er enkle i bruk, seier dei to entusiastane.

Papirflaket fangar opp bæsjen, og når bleia skal skiftast, går avføringa i do, og papiret i søppelbøtta. Bleiene kan vrengast ut av våtposen inne i vaskemaskinen utan at ein kjem borti bleiene. Enklare kan det ikkje bli, meiner dei.

 Fotspora etter oss Også for familien Sivertsen Moe var omsynet til miljøet ei viktig rolle for bleievalet. Dei er opptekne av gjenbruk, og tek avstand frå bruk- og- kast mentaliteten dei meiner pregar samfunnet vårt. Tanken på dei som kjem etter oss er ein viktig del av motivasjonen for å bruke tøybleier. – Det er viktig å redusere fotspora vi etterlet oss, og vi kan ikkje halde fram med å produsere så masse søppel. 20 prosent av jordas befolkning brukar 80 prosent av ressursane. Skal det fungere for barna og barnebarna våre, må vi stanse og tenke oss om.   Alva legg til at tøybleier har gjort henne meir miljøengasjert på andre måtar også. Før bruke ho langt fleire eingongsprodukt, som våtserviettar. No vel ho tøyklutar i staden. Alva vil ikkje virke moraliserande overfor dei mange som brukar eingongsbleier. – Alle må sjølvsagt ta val som passar for dei. Men det er verd eit forsøk og eg trur mange vil bli overraska over kor greitt det går, seier ho. Tomine er mett og nøgd, og får sprelle på eit koseteppe på golvet. Vilma sit i sofaen og fordjupar seg i ei bok om kroppen. Elias leikar med togsettet sitt og vesle Eskild har nok med å nappe i mammas hår. Slik gir ein hektiske kvardag også mange gylne stunder. Gjenbruk og samleobjekt Som svært mange andre tøybleietilhengarar, har også Alva og Maria kjøpt mesteparten av bleiene på nettet, også frå utlandet. I USA, Canada, England, Polen og Finland er bruk av tøybleier mykje meir utbreidd enn her i landet. Forklaringa kan vere langt høgare prisar på eingongsbleier i utlandet. Bruktmarknaden er også stor. I USA herjar reine samlefeberen på tøybleier. Dei mest hekta samlarane vil sikre seg komplette samlingar av dei ulike modellane. På eBay går dei mest ettertrakta for både 500 dollar og meir! – Alle våre bleier er kjøpt brukte for knappe 1000 kroner, mange av dei via Facebook. Vi prøver oss litt fram med alt frå billige importbleiar frå Kina, til dei meir solide og litt dyrare norskproduserte. Erfaringa er at det løner seg å gå litt opp i pris, seier Maria. – Nei, takk!

Medan dei to familiane i Ørsta er hekta på tøybleier, er slike typer bleier slett ikkje aktuelt for mange andre. Gunn Berge er småbarnmor i Ålesund, og seier nei takk til tøybleier. Ho har aldri tenkt over at tøybleier kunne vere noko alternativ. – Skulle eg bruke slike, måtte det vere fordi eingongsbleier ikkje var oppfunne! Det virkar til å vere mykje meir arbeidskrevjande med tøybleier, sjølv om det prismessig kan virke ok. Det avgjerande for meg er meirarbeidet med all vasking, seier Gunn. Heller ikkje for Anna Lena Gjøsund er tøybleier aktuelle. Ho synes det virkar tungvindt, særleg viss ein har fleire bleiebarn samtidig. – Det hadde vore ein fordel om dei selde tøybleier i vanlege daglegvarebutikkar. Men å gå på spesialbutikkar, blir ikkje prioritert. Eg skal ikkje avvise heilt at tøybleier kunne vore noko for framtida, men slik det er no, tenkjer eg ikkje på det i det heile tatt, seier Anna Lena.

 Ingen statistikk Ingen har full oversikt over kor mykje tøybleier det blir handla for via nettet. Folk bestiller privat, og det finst ingen statistikk, ei heller hos hovudorganisasjonen Virke. Organisasjonen representerer over 20.000 bedrifter, og ser at fleire og fleire forbrukarar er opptekne av at produkta dei brukar er miljøvenlege. – Undersøkingar vi har gjort, viser at stadig fleire vil ha produkt som held lenge og er gode for miljøet. I 2012 svarte 49 prosent ja til dette, i fjor svarte heile 65 prosent at dei ønskte dette. Bedriftene registrerer også at det er kundane som driv utviklinga her, ved at dei spør etter miljøvennlege produkt og tenester, seier miljøansvarleg i Virke, Camilla Skjeldbæk Gramstad. Eit titals norske kommunar har tilskotsordningar for dei som vil bruke tøybleier. Tilskota varierer frå 400 til 1000 kroner for bleiekjøp per barn. Dei to Ørsta-mødrene meiner langt fleire kommunar bør stimulere til bruk av tøybleier gjennom slike ordningar. Tvitydige klimarekneskap 



Næringsorganisasjonen Virke erfarer at stadig fleire forbrukarar er opptekne av miljøvenlege produkt, seier miljøansvarleg Camilla Skjelsbæk Gramstad.

Fleire nasjonale og internasjonale klimagranskingar viser at det ikkje er så mykje å spare på tøybleier contra eingongsbleier av papir. Granskingane viser at dersom ein tek med utslepp av vaskemiddel og straumforbruket, gir det miljøbelasting. Eingongsbleier er ikkje resirkulerbare, men dei kan nyttast vidare til forbrenning, fjernvarme og biovarme. På heimesida til organisasjonen Framtiden i våre hender viser dei til ei britisk gransking frå 2009 som seier at miljøforskjellen på bruk av eingongsbleier og tøybleier summa-summarum ikkje er så stor. Men tøybleiebrukarane ta smarte val som reduserer belastinga på miljøet. Då er måten ein vaskar og tørkar bleiene på avgjerande. Viss ein legg til grunn at dei som vel tøybleier i utgangspunktet også er miljøbevisste, tyder mykje på at tøybleier er eit betre miljøval enn eingongsbleier, konkluderer den norske miljøorganisasjonen. Bystyrerepresentant for Miljøpartiet Dei Grøne (MDG) i Trondheim, Mari Bremnes Ese, stiller seg tvilande til at dei ulike klimarekneskapar har tatt med alle aspekt i anslaga sine. – Det ser ut til at fleire konkluderer negativt, men då har dei gått ut frå at bleiene blir kokt ved 90 grader, og ikkje vaska ved 60 grader. Tørketrommelbruk er også gjennomgåande i undersøkingane, seier Bremnes Ese. Vel så viktig for MGD er at bruk av tøybleier også har ein psykologisk effekt. – Tøybleier kan føre til endå større bevisstgjering og endre både haldning og åtferd. Då kan dette bli ein del av det grøne skiftet, meiner Mari Bremnes Ese. Ho har sjølv brukt tøybleier på sine barn.

 For eingongsbleier er Libero marknadsleiar i Noreg, med rundt 40 prosent av marknaden. – Vi synest det er bra at det fins alternativ til eingongsbleier. På den måten kan kvar foreldre velje den type bleie som passar til sitt barn og sin situasjon. Ingenting tyder på nokon store endringar i salsutviklinga som kan koplast mot bruk av tøybleier, seier Kathrine Hoel, kommunikasjonssjef i produksjons-og marknadsføringsselskapet Sca Hygiene Products . Trend eller ikkje trend? Peikar så pila i retning av at tøybleier er ein trend som vil halde fram å vekse her i landet? Forhandlarar i Noreg meiner ja, medan forskarar og andre ikkje er like sikre. – Tøybleier har absolutt blitt ein trend blant småbarnsforeldre. Vi ser at stadig fleire og fleire heiar på det grøne, og har eit bevisst forhold til miljøet, seier Heidi Somdal-Åmodt. Hannah-Matthia Mørk Siguråst i Modalen starta Facebook-gruppa «Tøybleiesnakk» for nær tre år sidan, og er ikkje i tvil om at tøybleier er ein klar trend. – Vi fangar langt ifrå opp alle som brukar tøybleier, men no er vi over 1200 medlemmer frå heile landet. Mange av Fb-venene har sjølvsagt fleire bleiebarn. Ingen veit kor mange brukarar der finst, men gruppa vår aukar nesten frå dag til dag, og det gir ein peikepinn om at stadig fleire er opne for dette, meiner Mørk Siguråst. Sjølv er ho åleinemor med tvillingar og har berre brukt tøybleier. – Kvardagen min hadde vore heilt annleis om eg skulle springe på butikken etter bleier heile tida. For ikkje å snakke om haugen med avfall, seier ho. Førstelektor Karl-Fredrik Tangen ved Høgskolen Kristiania, tidlegare Markedshøgskolen, er opptatt av kva som skaper trendar og endringar i samfunnet. Når han finn fram glaskula og spår om framtida for tøybleier, finn han konklusjonen. – Tøybleier blir ingen skikkeleg trend ut frå miljøargumentet åleine. For det første må det vere praktisk å bruke tøybleier, og så må det følgjast av argument om at dette er bra for barnet. Prove at det ikkje blir sår og greier på stumpen. Det nyttar altså ikkje med miljøargument og små symbolske handlingar åleine, seier han. Tangen ser likevel ikkje heilt vekk frå at tøybleier kan kome til å avløyse eingongsbleier i framtida, men då må det også lovendringar til. Blir det fordelar ved slik bruk, slik det etter kvart har blitt med elbilar, kan bruken kome. Førebels meiner han tøybleier har preg av å vere meir nisjeprodukt for forholdsvis få.

As a result of the Circle Scan Kongsvingerregion, the region is now starting a pilot project for Circular public procurement. The goal of the pilot is to increase knowledge about circular economy and deliver a circular procurement criteria set. The ultimate goal is to complete a circular procurement process.

Circular procurement is a learning process

Industrial and technological innovations by themselves cannot drive the systemic changes needed to achieve the transformation of the current linear system. The role of education through skills and knowledge development is key. This pilot project focuses on developing the right skills and knowledge in a circular tender team of the region of Kongsvinger. The stakeholders involved in this pilot project will select and shadow the process of six linear tenders (one for each municipality in the region), with the intention to work in parallel to define the process in a circular manner. The identified tenders will range a diversity of topics, such as furniture or building materials.
