World Circular Textiles Day takes place every year on 8th October. Our vision is to galvanise the collective ambitions and goals of people, organisations and businesses to reach a fully circular textiles world by 2050. Our mission is to provide a framework for circularity stakeholders to develop and deliver a collaborative, evolving roadmap and to chart circularity’s momentum annually from the 8th of October until 2050.

What does fully circular by 2050 mean?
- Shared textile resources, in the form of products and raw materials, are kept in **continual circulation**.
- Virgin resources are **replaced with circular materials**.
- Dignity, equity, and equality for the **people** involved in all parts of the circular value chain.

We need to know where we stand today to chart how to get to 100% Circularity by 2050. What circular activity is currently happening in the textiles and apparel industry, and where in the world is it happening? The WCTD Collection aims to answer this question by building the world’s largest digital library of circular textiles case studies.

VISION:
Raw materials are renewable, recyclable and safe, kept in continual circulation.

DETAIL:
Imagine a time when…the raw materials that are used to make things are sourced from existing products and regenerative agriculture, via carbon negative and climate neutral processes. Biodegradable raw materials are used for products with biodegradable end routes. Toxic chemicals have been washed out of the global materials pool, disposed of safely and replaced with beneficial alternatives. Virgin fibres made from fossil fuels have been banned, while secondary synthetic fibres, derived from what was already in the system, are kept in constant circulation as a resource. Circularity accounting methods, built on science-based metrics, help to manage a balanced system of resources, across all industries, and in line with the planet’s environmental limits.

VISION:
Products and services are designed for multiple use and material value retention, with maximum positive impact.

DETAIL: 
Imagine a time when…products flow via optimal collection and distribution streams into reusable and repairable product platforms. Reuse and access models are dominant, and products are designed for multiple recirculation before biodegrading (if designed to do so), or being broken down into reusable raw materials for production. People only consume what they need. Production and consumption wastes have been fully eliminated and multifunctional, season-less and timeless fashions are the norm, yet still fulfil our human need for expression and creativity without constraint. All business models, organisations, governments and citizens play a role in maintaining a healthy, functioning circular ecosystem.

Products and Services

Manufactured goods, such as vehicles, textiles, appliances and equipment and their associated production processes are big employers but:
- production processes often rely on fossil fuels and currently drive one-third of the overshoot on the climate change planetary boundary due to its GHG production, 
- material- and energy-intensive industrial activities are linked to deforestation and drive 15% on both the land use and freshwater planetary boundaries, 
- manufacturing goods results in substantial amounts of hazardous industrial waste and leaks chemicals into the environment.

Here, circular solutions must tackle the full value chain, but material demand must also shrink: this will necessitate a societal shift to favouring sufficiency over excess and reducing consumption to sustainable levels. Our four key solutions for manufactured goods are:
- Mainstream industrial symbiosis and efficiency : Achieve process improvements, scrap diversion and reduction in yield losses through greater industrial symbiosis and efficiency. Foster tighter collaboration within and between industries to deliver powerful material and emissions savings.
- Extend the lifetime of machinery, equipment, and goods: Maximise the lifetime of goods that serve our daily needs to bring a number of environmental benefits. 
- Buy what's needed: Reduce the number of purchases of common electronic goods, appliances, and other equipment to sufficiency levels. 
- Eschew fast fashion in favour of sustainable textiles: Drastically reduce new clothing purchases. All used clothing should go on to be repaired, reused or, if needed, recycled appropriately. Prioritise natural and local textile manufacturing, as well as higher-quality and more durable garments.

Businesses

Slow strategies aim to keep materials in use for as long as possible, for example through design for durability and repairability. A more circular economy is also a slower one: materials, components, and products—and even buildings and infrastructure—that we lock in stocks are made to last. This will lower material demand in the long run, in essence also serving to narrow resource flows.

Slow

Cycle strategies aim to cycle and reuse materials at their highest value: they maximise the volume of secondary materials re-entering the economy, ultimately minimising the need for virgin material inputs and therefore also narrowing flows. Of course, virgin materials will always be needed to a degree: all materials degrade and can’t be cycled infinitely, use energy, and require blending with virgin materials to maintain strength and functionality.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

It is 2050.  Full systems change has taken place. This wouldn’t have been possible without the immediate action and radical steps taken from 2020 onwards. Many targets had to be identified in the early 2020s and achieved by 2030 to ensure that the 2050 goal happened in full. A sense of urgency, turbo stakeholder collaboration, supportive government regulation and clear, data driven targets enabled the mindsets and systems change needed to transform to a fully circular textiles ecosystem.

A circular economics model underpins what we have created. It reflects and supports a living organism made up of makers, users and restorers, interacting across vibrant and interconnected networks. Checks and balances, alongside transparency and accountability, ensure a healthy system. Financial, environmental, and social metrics have the purpose of serving communities and the planet. There is shared ownership of profit and loss – across all three metrics – throughout the value chain.

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

  Rester Oy, which is developing the plant in Paimio, recycles companies’ end-of-life textiles, and Lounais-Suomen Jätehuolto Oy (LSJH), which will hire a production area at the same facility, processes households’ end-of-life textiles. The plant will process 12,000 tonnes of end-of-life textiles every year, which represents about 10% of Finland’s textile waste.
About 100 million kilograms of textile waste are generated annually in Finland alone. Reusing this material could reduce the textile industry’s carbon footprint and significantly reduce the use of natural resources.
Rester Oy and LSJH will drive the textile sector towards a circular economy and begin processing textile waste as an industrial raw material. The Nordic countries’ first industrial end-of-textile refinement plant will open in Paimio in 2021. The 3,000-square-metre plant is being developed by Rester Oy, which recycles companies’ end-of-life textiles and industrial waste materials. LSJH, which processes households’ end-of-life textiles on its production line, will hire part of the plant.
The future plant will be able to process 12,000 tonnes of end-of-life textiles annually, which represents about 10% of Finland’s textile waste. Both production lines produce recycled fibre, which can be used for various industrial applications, including yarn and fabric, insulating materials for construction and shipping industries, acoustic panels, composites, non-woven and filter materials, and other technical textiles, such as geo-textiles.

Outi Luukko, Rester Oy’s board chair, says, “The processing plant will begin a new era of textile circular economy in Finland. As industry pioneers, we are launching a system change in Scandinavia. The transition of the textile industry from a linear model to a circular economy is essential, as virgin materials cannot sustain the current structure of the textile industry. And why should it, when there is so much recyclable material available?”
From the perspective of Rester Oy’s main owner, work clothing supplier Touchpoint, the circular economy plant not only represents resource efficiency, but is also necessary from the perspective of the entire life cycle of a responsible work clothing collection.
Luukko adds, “Finding a local solution to a global problem is a huge leap in the right direction and raises Finland’s profile as a pioneer of circular economy.”

LSJH is piloting a full-scale refinement plant
LSJH has launched a pilot production line for processing households’ end-of-life textiles. Unfortunately, consumers’ end-of-life textiles are heterogeneous, making them a challenging raw material for further processing. Before processing, the textiles are sorted by material into various fibre classes using optical identification technology developed by LSJH and its partners. This ensures the quality of the raw material and the resulting fibre products.
Jukka Heikkilä, managing director for Lounais-Suomen Jätehuolto, explains: “On the basis of the experiences gathered from the pilot project, Lounais-Suomen Jätehuolto is preparing a full-scale refinement plant in the Turku region. As soon as 2023, the plant will process Finnish households’ end-of-life textiles. The project involves all waste treatment plants owned by Finnish municipalities.”
Paimio has ambitious goals for circular economy companies
Rester’s initiative aims to create a circular economy cluster in Paimio that combines the processing and reuse of end-of-life textile fibres. Paimion Kehitys Oy, which is owned by the City of Paimio and the local association of enterprises, supports the development of circular economy companies in Paimio.
Mika Ingi, managing director for Paimion Kehitys Oy, says, “We want to step out of our traditional municipal role and create significant added value for everyone taking part. That is why we are involved in the development of a new modern service model based on ecosystem thinking. We are piloting the textile cluster, followed in the coming years by clusters focusing on plastic, construction, and energy. The aim of our service is to support and help develop new profitable business by bringing circular economy companies and their potential customers to innovate together.”
The foundation stone of the processing plant was laid today (18 August 2020). The processing plant will begin operations in February 2021. For additional information, please contact the following:

  Dry and clean, unusable clothes and household textiles, such as:

Coats, trousers, skirts and shirts
Sheets, towels and tablecloths

No rugs, shoes, handbags, belts, underwear, socks, stockings, pillows, blankets, padding or stuffed toys nor damp, mouldy, textile pest containing or intensively smelling textiles. Sell usable clothing and home textiles in good condition for example on a flea market or take them to a collection for a charitable organisation.
Sort clean and dry used up textiles into end-of-life textiles. Sort dirty, damp, mouldy, intensively smelling and textile pest containing textiles as burnable waste. Sort rugs, shoes, handbags, belts, underwear, socks, stockings, pillows, blankets, padding and stuffed toys according to size either as burnable waste or large burnable waste (larger than 60 x 60 cm).
Please pack the end-of-life textiles in a tightly closed plastic bag or waste bag. Textiles that are not packed, will be received as burnable waste and charged according to price list.

Finland's first industrial end-of-life (EoL) textile refinement plant, developed by Rester Oy in collaboration with Lounais-Suomen Jätehuolto Oy (LSJH), will likely open in fall of 2021. Based in Paimio, the plant is expected to process about 12,000 tonnes of EoL textiles every year — approximately 10% of Finland’s textile waste. In processing EoL textiles as an industrial raw material, partner companies Rester and LSJH hope to stimulate the textile sector's transition toward a circular economy.

Whilst no two countries are the same, there are still obvious similarities between some of them, with discernible development patterns and parallels in evidence. Common problems and shared solutions help place unique country identities and individual issues in context.

 Piece Of Jeans is involved in a separate collection experiment for removal textiles piloted by waste management in southwestern Finland, which is a trial model for a wider separate collection of textiles. Removal textiles are the municipality's responsibility for waste disposal, and with the amendment, collection boxes for this waste should be arranged throughout Finland by 2023.   WITH KAMU COLLECTION, the aim of the COLLECTION is to expand after a six-month pilot period   (1 June to 31 December 2021) to include kamu (=shop and fashion) in BOXES COVERED WITH PIECE OF  JEANS DENIM HATS. During the piloting period, feedback is collected on the collection quantities and locations suitable for collection. KaMu collection dishes are intended to be brought close to the consumer, where they do business in their everyday lives, indoors of commerce and fashion.  The launch event of the KaMu collection was held on 21 May 2021 in Turku, a visitor centre in Joe. Piece Of Jeans is one of the collection partners of  the KaMu collection, and Piece Of Jeans's        task has been to design and manufacture the hoods of the collection containers for waste management in southwestern Finland. Mitä poistotekstiileille tapahtuu?
KAMU-keräykseen tuotu poistotekstiilijäte lajitellaan laatunsa perusteella eteenpäin eri kanaviin.

Osa poistotekstiileistä käsitellään LSJH:n Paimion pilottivaiheen käsittelylinjastolla kierrätyskuiduksi, jota käytetään uusien tuotteiden raaka-aineena.
Osa poistotekstiileistä päätyy tilauksina pienyrityksille, jotka käyttävät tekstiilejä omien tuotteidensa valmistukseen.
Keräykseen tuodut vielä hyväkuntoiset tekstiilit kiertävät LSJH:n poistotekstiilimyymälän kautta sellaisenaan uudelleen käytettäviksi.
Se osa poistotekstiileistä, jota ei vielä saada kiertämään materiaalina, hyödynnetään energiantuotannossa.

Fashion Finland

Launched in 2020 by Lounais-Suomen Jätehuolto (LSJH) and Fashion Finland (FAFI), the KaMu collection project is a trial collection model for end-of-life textiles in southwestern Finland. The project aims to make it easier for residents to participate in textile collection through the provision of centrally located drop-off bins at common shopping and commerce locations. More accessible collection will in turn increase access to end-of-life textiles as an industry resource.
