World Circular Textiles Day takes place every year on 8th October. Our vision is to galvanise the collective ambitions and goals of people, organisations and businesses to reach a fully circular textiles world by 2050. Our mission is to provide a framework for circularity stakeholders to develop and deliver a collaborative, evolving roadmap and to chart circularity’s momentum annually from the 8th of October until 2050.

What does fully circular by 2050 mean?
- Shared textile resources, in the form of products and raw materials, are kept in **continual circulation**.
- Virgin resources are **replaced with circular materials**.
- Dignity, equity, and equality for the **people** involved in all parts of the circular value chain.

We need to know where we stand today to chart how to get to 100% Circularity by 2050. What circular activity is currently happening in the textiles and apparel industry, and where in the world is it happening? The WCTD Collection aims to answer this question by building the world’s largest digital library of circular textiles case studies.

VISION:
Raw materials are renewable, recyclable and safe, kept in continual circulation.

DETAIL:
Imagine a time when…the raw materials that are used to make things are sourced from existing products and regenerative agriculture, via carbon negative and climate neutral processes. Biodegradable raw materials are used for products with biodegradable end routes. Toxic chemicals have been washed out of the global materials pool, disposed of safely and replaced with beneficial alternatives. Virgin fibres made from fossil fuels have been banned, while secondary synthetic fibres, derived from what was already in the system, are kept in constant circulation as a resource. Circularity accounting methods, built on science-based metrics, help to manage a balanced system of resources, across all industries, and in line with the planet’s environmental limits.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

It is 2050.  Full systems change has taken place. This wouldn’t have been possible without the immediate action and radical steps taken from 2020 onwards. Many targets had to be identified in the early 2020s and achieved by 2030 to ensure that the 2050 goal happened in full. A sense of urgency, turbo stakeholder collaboration, supportive government regulation and clear, data driven targets enabled the mindsets and systems change needed to transform to a fully circular textiles ecosystem.

A circular economics model underpins what we have created. It reflects and supports a living organism made up of makers, users and restorers, interacting across vibrant and interconnected networks. Checks and balances, alongside transparency and accountability, ensure a healthy system. Financial, environmental, and social metrics have the purpose of serving communities and the planet. There is shared ownership of profit and loss – across all three metrics – throughout the value chain.

 With its investors, the company, which originates from East London, is researching a solution to turn pure and blended polyester and cotton textiles back into virgin equivalent as a ‘chemical’ way to recycle used clothing and similar materials.
In January, Worn Again Technologies launched a pilot research and development facility in Redcar, North Yorkshire
The investment includes follow-on commitments from two of its existing strategic investors, the clothing-retail company H&M Group and the global fluid engineering and manufacturing firm, Sulzer.
Keith Wiggins, chief executive of Worn Again Technologies, said: “It is a pivotal time for H&M, Sulzer and others to be investing in Worn Again Technologies.
“It shows that global industry leaders are behind our company’s unique technology which can replace the use of virgin resources by recapturing raw materials from non-reusable products.
“The investment is a considerable step forward in building momentum for Worn Again’s technology for the emerging circular economy.”
Worn Again Technologies says its proprietary process separates, decontaminates and extracts PET polymer and cellulose from non-reusable textiles, PET bottles and packaging to go back into supply chains as raw materials.
Investment
Worn Again Technologies says the investment provides more than two years of operating capital and will be used to accelerate and complete the company’s fundamental technology development through the research and development phase.
Worn Again Technologies says it wants to “recycle the very building blocks of textiles at the molecular level”
It will also provide the base financing required in the next phase of bringing the technology to market, the company says.
Erik Karlsson, investment manager at H&M Group’s investment arm CO:LAB, said: “Having worked with founder Cyndi Rhoades and the impressive team since 2013, we’re thrilled to continue our journey by further investing in Worn Again Technologies as they move into an exciting new phase towards commercialisation over the coming years.
“Their regenerative recycling technology not only aligns perfectly with the H&M group’s vision to become fully circular, but also has the potential to benefit the entire industry.”
Textiles
Founded in 2005 in East London as Worn Again, Worn Again Technologies says it wants to “recycle the very building blocks of textiles at the molecular level.”
In January, the company announced it had launched a pilot research and development facility at the Biotechnology CPI centre in Redcar, North Yorkshire (see letsrecycle.com story).
The company says it is currently working with end-of-use textile owners on the WA-Feedstock Specification. It also says it is engaging other potential stakeholders in preparation for the next phase of development, focusing on a larger demonstration facility, expected in 2021.

The CAP will help design, develop and support the adoption of our Circular Licensing Model, giving an authoritative and global perspective on how to successfully embed our future business in circularity.
The panel is in place to help deliver tangible success to our future plant operator customers, preparing them to access their markets and giving them a competitive advantage as a result of collective insights.
We are delighted to have brought together such a high-profile and cross-disciplinary group relevant to the development of a circular business, comprising experts from key areas within textiles circularity and our wider network: circular and systems design, manufacture, fashion and textiles, digitisation, transparency, policy, economics, waste disposal, recycling innovation and engagement.
These trailblazers will help oversee our progress, push for further opportunities or identify any threats from within their respective industries, and bring their unique and system-specific insight to our growing knowledge hub.
Like any technology company, we face significant challenges when scaling up. As a circular company, we face an even steeper mountain to climb as we cannot only depend on the success of our own technology development and business model trajectory; we must also support and connect with all of the other moving elements in our circular system to succeed.
This outward-looking approach will build solid cross-system foundations and relationships for Worn Again Technologies, to anticipate potential commercial hurdles, and to minimise future risk through knowledge-sharing as we grow and develop our business.

We recently announced our participation as a founding Partner/Member signatory of Textiles 2030, a new collaborative voluntary agreement for the UK textiles sector.
Created and managed by WRAP, Textiles 2030 will be the most ambitious national voluntary agreement for clothing and other textiles in the world. The ten-year programme aims to transform UK clothing and home fabrics to reduce their impact on climate change.
Textiles 2030 will take the UK from a make-use-dispose culture to a circular one where goods are produced sustainably, used longer, and then re-used or recycled into new products. Central is the Target-Measure-Act approach, which requires clothing and textile businesses to set targets, measure their impact and track progress on both an individual business basis, and towards national targets and public reporting.
In this way, Textiles 2030 will reduce lifecycle greenhouse gas emissions in line with the global goal of a 1.5°C trajectory, cut the water footprint of products and deliver a UK-wide circular textiles road map.
Ahead of its launch in 2021, WRAP ran a pre-launch campaign and organized a live webinar to introduce Textiles 2030 to the industry. It already secured major high-street names and sector bodies including British Retail Consortium, British Heart Foundation, Cancer Research UK, Charity Retail Association, CTR Group, John Lewis Partnership, Next, Oxfam, Primark, Sainsbury’s, Salvation Army Trading Company, SOEX (UK), Suez, Ted Baker, Textiles Recycling Association and Tesco.
We welcome with enthusiasm this industry initiative, we look forward to collaborating with other leading businesses for sustainability across clothing and home textile retail, supply, re-use and recycling on fast-tracking the UK circular economy.

Over 30 renowned fashion brands, manufacturers and recyclers are collaborating in a new initiative to capture and reuse textile waste in Bangladesh.
Global Fashion Agenda today announced the participants of the Circular Fashion Partnership, including the global brands Bershka, Bestseller, C&A, Gina Tricot, Grey State, H&M Group, Kmart Australia, Marks & Spencer, OVS, Pull & Bear, Peak Performance and Target Australia. The Circular Fashion Partnership is a cross-sectorial project led by Global Fashion Agenda, with partners Reverse Resources, The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and P4G, that aims to achieve a long-term, scalable transition to a circular fashion system*.
The partnership facilitates circular commercial collaborations between major fashion brands, textile and garment manufacturers, and recyclers to develop and implement new systems to capture and direct post-production fashion waste back into the production of new fashion products. In addition, the partnership seeks to find solutions for the COVID-19 related pile-up of deadstock and to engage regulators and investors around the current barriers and economic opportunities in the country.

Through collaboration among the participants, the partnership aims to build a successful business model for adopting more circular processes. It plans to facilitate a decrease in textile waste and increase the use of recycled fibres, distributing value throughout the fashion value cycle and generating economic benefits in Bangladesh by accelerating the fiber recycling market.
The initiative is focusing on Bangladesh as it arguably possesses the most in-demand and recyclable waste of any garment producing country, but the majority of its waste is currently being exported and/or downcycled. Therefore, there is a substantial opportunity to make it a leader in circularity by scaling the recycling capacity in the country and generating more value from these waste streams. Following the hardships in the country generated by COVID-19, this approach also aims build industry resilience for the future.
The business model and project learnings will be presented at the end of 2021 in a ‘Circularity Playbook for Bangladesh’, which will be used as a guide to replicate the partnership in other countries, such as Vietnam and Indonesia.

Fashion industry is historically following the linear model of business “take-make-dispose” but now we stand at such a critical juncture where we cannot afford to continue this linear model. Moreover, demand for circular apparel is increasing and brands are coming with pledges towards it, so as manufacturers we have to embrace it and align ourselves with the global trend. Bangladeshi factories typically produce larger volumes of the same item, meaning that waste is more standardized; therefore, Bangladesh can be a global leader in the area of circular economy. We believe CFP is a good platform to start the journey.”

In this project we turn our attention to practical solutions that many best recycling technologies face when sourcing textile waste and use traceability as a tool to help them lower costs and increase the quality of the waste they source. Post-production waste is currently the low hanging fruit for supporting this emerging recycling industry to start closing the loop at scale, whilst we prepare for the even greater challenge of circulating post-consumer waste.”

Worn Again Technologies has developed a polymer recycling technology for polyester and cotton, non-reusable textiles.

Worn Again Technologies has developed a polymer recycling technology for non-reusable textiles which separates, decontaminates and extracts polyester and cellulose (from cotton). The inputs can be pure polyester, poly/cotton, poly/cellulose blends with up to 10% 'other', including nylon, wool, elastane, etc. The outputs are polyester pellets and cellulose pulp to be returned into supply chains to become fibre, yarn and textiles as part of a continual cycle. Worn Again are aiming for virgin equivalent quality and cost competitive outputs with an environmentally beneficial industrial process. The technology is currently in the scaling phase, with an ambition of 40 plants by 2040, contributing to the widespread replacement of virgin resource use.

Imagine a time when…products flow via optimal collection and distribution streams into reusable and repairable product platforms. Reuse and access models are dominant, and products are designed for multiple recirculation before biodegrading (if designed to do so), or being broken down into reusable raw materials for production. People only consume what they need. Production and consumption wastes have been fully eliminated and multifunctional, season-less and timeless fashions are the norm, yet still fulfil our human need for expression and creativity without constraint. Whilst no two countries are the same, there are still obvious similarities between some of them, with discernible development patterns and parallels in evidence. Common problems and shared solutions help place unique country identities and individual issues in context.

Whilst this classification is far from clear-cut and exhibits some overlap, it does underline how the discourse on transitioning to a circular economy needs to account for both differences and commonalities, if we are to arrive at a more strategic and instructive analysis. The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

Based on the ongoing ISO standardisation process, a taxonomy has been defined under which to cluster indicators to measure circularity.

This is a survey that dives into understanding the policy environment around specific circular solutions. 

The survey is divided into five sections, based on the five key elements of the Circular Cities Action Framework. 
Each section asks 2-3 questions to explore which policies may or may not be present within your city to support a transition towards a circular economy.

Worn Again Technologies was born from a vision to eradicate textile waste and a world where resources are kept in constant circulation. Current textile recycling methods turn less than 1% of non-reusable materials back into new textiles, whilst the demand for resources continues to grow. We are focussed on solving the challenging issue of converting polyester and polycotton blended textiles, and PET plastic, at their end of use, back into circular raw materials. Our advanced recycling technology is able to separate, decontaminate and extract polyester and cellulose (from cotton) from non-reusable textiles and polyester bottles and packaging to produce dual PET and cellulose outputs, therefore putting sustainable resources back into production supply chains.                Worn Again Technologies’ regenerative technology is the missing link that enables the circularity of PET and cellulosic raw materials, replacing the use of virgin resources. The process allows these materials to go back into manufacturing, moving away from linear supply chain to a circular system, whilst providing long-term sustainable resource security.

Currently, the construction of an innovative demonstration plant is planned, that will showcase the ground-breaking polymer processing technologies for textile recycling from Worn Again Technologies. The facility, which will be built and operated by Worn Again Technologies, Nottingham/UK, is to be constructed in Winterthur/Switzerland, near to one of the startup’s technology partners, Sulzer Chemtech AG, Winterthur. The plant will have the capacity to prevent 1,000 tons of textiles being incinerated every year, paving the way for industrial-scale operations. In particular, the new industrial-scale infrastructure will help validate the closed-loop chemical recycling solution that has been developed by Worn Again Technologies and its strategic partners. The process obtains polyethylene terephthalate (PET) and cellulose from non-reusable, hard-to-recycle textiles that constitute post-industrial and post-consumer waste. Additionally, the company’s process purifies the products by removing dyes, contaminants and impurities, a step forward from traditional recycling methods.
