A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

      Projet description Title: German-Algerian Energy Partnership

Overall term: 2015 to 2022    The German-Algerian Energy Partnership was founded in 2015 with the signing of a Joint Memorandum of Understanding. The Energy Partnership is the central instrument for institutionalised dialogue on energy policy between Germany and Algeria. It aims to contribute to the global energy transition and to support Algeria's progress in developing renewable energy sources. Despite considerable potential for renewable energy, especially solar and wind energy, the share of energy generation from renewable sources in Algeria is still low. In order to develop and implement a national energy policy for an environmentally sustainable energy supply, Algeria draws on Germany’s experience with the transition to renewable energy. The project to support the German-Algerian Energy Partnership is part of the global programme on Supporting Bilateral Energy Partnerships in Developing Countries and Emerging Economies. GIZ supports the German Federal Ministry for Economic Affairs and Energy (BMWi) in implementing and conceptually developing energy partnerships with Algeria, Brazil, Chile, China, Jordan, India, Mexico, Morocco, South Africa and Tunisia. GIZ also supports the development of new dialogue structures with further developing countries and emerging economies. Objective Algeria builds up an environmentally sustainable energy supply using renewable energy sources and efficient energy technologies. A key area of activity is to create the regulatory framework to promote renewable energy and energy efficiency. Approach The areas of cooperation and thematic priorities of the Energy Partnership include:  Further development and grid integration of renewable energy Establishment of support mechanisms for renewable energy Enhancement of energy efficiency in industry Macroeconomic modelling of long-term energy scenarios
 A steering committee spearheaded by Germany’s Federal Ministry for Economic Affairs and Energy (BMWi) and Algeria’s Ministry of Energy (MEM) is responsible for the Energy Partnership’s strategy. Stakeholders include representatives of the governments and state-owned energy agencies. Two working groups have been set up to focus on the topics of renewables and energy efficiency. Providing a platform for open collaboration, these working groups enable actors from industry, research, associations and initiatives to participate and share project experience. Other key actors include:  The German Federal Foreign Office (AA) The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) The German Federal Ministry for Economic Cooperation and Development (BMZ) The Algerian Electricity and Gas Regulatory Commission (CREG) State-owned energy supply companies Sonatrach and Sonelgaz
 With the support of GIZ, two permanent secretariats have been set up in Algiers and Berlin. They serve as a first point of contact and platform for all stakeholders, providing information on the Energy Partnership’s activities. Results  Regular meetings of the steering committee and the working groups enable German and Algerian decision-makers to engage in policy dialogue. The highlight of the exchange is the annual German-Algerian Energy Day, where international energy policies and ways of achieving the Algerian and German energy transition are discussed. At the meetings of the Local Business Advisory Council on Energy Partnership, key issues of German companies in the Algerian energy sector are identified, discussed and then introduced into dialogue with the institutions of the Algerian energy industry. The Energy Partnership also uses other formats, such as studies or strategy workshops, to support the dissemination of knowledge on the economic impact of energy system transition. Study visits by Algerian delegations to Germany enable experience to be shared on specific topics and also contribute to creating a dynamic partnership. For example, one delegation travelled to Frankfurt to discuss grid integration of renewables with German institutions and companies and to benefit from their experience. Further study trips were successfully held on topics such as promoting energy efficiency in the Algerian economy and macroeconomic modelling of energy scenarios.

Overall term: 2012 to 2022    The German-Moroccan Energy Partnership (PAREMA) was founded in 2012 with the signing of a joint Memorandum of Understanding. Morocco has enormous potential for harnessing renewables, especially solar and wind energy. Given its close proximity to Europe and the existing electrical power lines, Morocco could be integrated into the European electricity market. In the long term, this scenario would benefit both sides. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH advises and supports PAREMA in its objective of contributing to the global energy transition and supporting the Moroccan energy market in its transformation. PAREMA is part of the global programme on Supporting Bilateral Energy Partnerships in Developing Countries and Emerging Economies. The project supports the German Federal Ministry for Economic Affairs and Energy (BMWi) in implementing and conceptually developing energy partnerships with Algeria, Brazil, Chile, China, India, Jordan, Mexico, Morocco, South Africa and Tunisia, and in developing new dialogue structures with further developing countries and emerging economies. Objective Morocco builds up a sustainable energy supply using renewable energy sources and efficient energy technologies. A statutory framework has been put in place to promote renewable energy and energy efficiency.  The areas of cooperation and thematic priorities of the energy partnership include:  Support for the formulation of long-term energy strategies Promotion of market-oriented business and research projects Development of low emission strategies as part of energy projects Advisory services on the market and system integration of renewable energy Opening of low-voltage and medium-voltage grids to feed in electricity from solar energy plants Promotion of energy efficiency measures

They serve as a first point of contact and platform for all stakeholders, providing information on the Energy Partnership’s activities Results In November 2018, King Mohammed VI of Morocco announced that the country would be increasing the proportion of energy it generates from renewable sources by 2030. This project reflects ONEE’s electrical development plan. The final plan is due to be finalised by ONEE in 2020. At the German-Moroccan Energy Conference, which focused on a successful energy transition, more than 350 participants from politics, the private sector, academia, think-tanks, the media and the population at large shared experiences and knowledge about key aspects of the energy transition in Morocco. There was substantial interest in developing ‘power-to-X’ (PtX). The PtX process enables surplus electricity to be stored using a range of technologies. In 2018, the Moroccan Research Institute for Solar Energy and New Energies (IRESEN) undertook an exploratory trip to Germany to explore this area. Following agreement of the Energy Partnership, a feasibility study of the scope for PtX in Morocco was launched. The project attracted great interest, particularly from the German energy sector in terms of potential energy import opportunities. In cooperation with trade bodies, a national quality mark was also launched for installers of solar power plants. The ‘taqa pro’ mark is designed to ensure the quality of pumps and plants. Photovoltaic (PV) systems can be divided into three categories. The quality mark involves a checklist for the most important standards. The checklist includes three training programmes and a charter of responsibilities for installers, an internet portal on which accredited technicians can register, and a monitoring system for clients. The introduction of the quality mark promotes links between the two countries and their energy sectors. It also makes it easier for German PV manufacturers in Morocco to ensure quality by means of new supervision and inspection mechanisms.     Veit-Clemens Raisch

Overall term: 2012 to 2022    The German-Tunisian Energy Partnership supports Tunisia in developing and implementing its national energy policy. It was founded in early 2012 when the two countries signed a joint Memorandum of Understanding on collaboration in the energy sector with a particular focus on renewable energy.  The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH advises and supports the energy Partnership in developing an environmentally sound, secure and affordable energy supply. A key area of activity involves creating more effective and efficient framework conditions on the energy market. The German-Tunisian Energy Partnership is part of the global project Support for Bilateral Energy Partnerships in Developing Countries and Emerging Economies. GIZ supports the German Federal Ministry of Economic Affairs and Energy (BMWi) in implementing and further developing the energy Partnerships with Algeria, Brazil, Chile, China, Jordan, India, Morocco, Mexico, South Africa and Tunisia, and in establishing new dialogue structures with other developing countries and emerging economies. Objective The energy supply system in Tunisia is environmentally sound, secure and affordable. Improved framework conditions on the energy market are in place.   The Energy Partnership is implemented by Germany's Federal Ministry for Economic Affairs and Energy (BMWi) and Tunisia’s Ministry of Energy, Mines and Energy Transition. 
Other key players include:  German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), German Federal Ministry for Economic Cooperation and Development (BMZ), German Federal Foreign Office (AA), Tunisian Ministry of Development, Investment and International Cooperation (MDICI), Tunisian Ministry of the Environment (MALE), Tunisian National Agency for Energy Efficiency (ANME), and the Tunisian energy company STEG.
 Cooperation and topic areas of the energy Partnership include:  energy policy, especially in the field of renewable energy and grid development, strategies to reduce CO2 emissions, and local market development.
 With the support of GIZ, a permanent secretariat in Tunis has been set up to provide organisational and technical support to the Partnership. The Secretariat serves as an information platform and contact point for all stakeholders and interested parties from the fields of politics, industry, science and civil society. The project promotes active participation and dialogue. Results  Economic, legal and technical framework conditions on the Tunisian energy market have been improved with the private sector’s help. The project has facilitated technical discussions, held regular meetings of the steering committee and convened three technical working groups. These activities have made it possible for German and Tunisian decision-makers to engage in policy dialogue.  As a result of the discussions, the Tunisian electricity and gas company STEG is now taking the first steps towards integrating renewables into the power grid. Now an established event, the German-Tunisian Energy Day constitutes the most important exchange platform available to decision-makers from the fields of politics, industry and science from both countries. Recently, around 300 participants discussed the latest cutting-edge energy transition topics. The high-profile event also gave Germany a platform on which to showcase its own energy policy topics and objectives.
