World Circular Textiles Day takes place every year on 8th October. Our vision is to galvanise the collective ambitions and goals of people, organisations and businesses to reach a fully circular textiles world by 2050. Our mission is to provide a framework for circularity stakeholders to develop and deliver a collaborative, evolving roadmap and to chart circularity’s momentum annually from the 8th of October until 2050.

What does fully circular by 2050 mean?
- Shared textile resources, in the form of products and raw materials, are kept in **continual circulation**.
- Virgin resources are **replaced with circular materials**.
- Dignity, equity, and equality for the **people** involved in all parts of the circular value chain.

We need to know where we stand today to chart how to get to 100% Circularity by 2050. What circular activity is currently happening in the textiles and apparel industry, and where in the world is it happening? The WCTD Collection aims to answer this question by building the world’s largest digital library of circular textiles case studies.

VISION:
Raw materials are renewable, recyclable and safe, kept in continual circulation.

DETAIL:
Imagine a time when…the raw materials that are used to make things are sourced from existing products and regenerative agriculture, via carbon negative and climate neutral processes. Biodegradable raw materials are used for products with biodegradable end routes. Toxic chemicals have been washed out of the global materials pool, disposed of safely and replaced with beneficial alternatives. Virgin fibres made from fossil fuels have been banned, while secondary synthetic fibres, derived from what was already in the system, are kept in constant circulation as a resource. Circularity accounting methods, built on science-based metrics, help to manage a balanced system of resources, across all industries, and in line with the planet’s environmental limits.

Raw Materials and Planetary Boundaries

VISION:
Products and services are designed for multiple use and material value retention, with maximum positive impact.

DETAIL: 
Imagine a time when…products flow via optimal collection and distribution streams into reusable and repairable product platforms. Reuse and access models are dominant, and products are designed for multiple recirculation before biodegrading (if designed to do so), or being broken down into reusable raw materials for production. People only consume what they need. Production and consumption wastes have been fully eliminated and multifunctional, season-less and timeless fashions are the norm, yet still fulfil our human need for expression and creativity without constraint. All business models, organisations, governments and citizens play a role in maintaining a healthy, functioning circular ecosystem.

Products and Services

Slow strategies aim to keep materials in use for as long as possible, for example through design for durability and repairability. A more circular economy is also a slower one: materials, components, and products—and even buildings and infrastructure—that we lock in stocks are made to last. This will lower material demand in the long run, in essence also serving to narrow resource flows.

Slow

Regenerate strategies phase out hazardous or toxic materials and processes and substitute them with regenerative biomass resources. A circular economy aims to mimic natural cycles—by shifting to more regenerative farming practices, for example—while also maximising the share of circular biomass that enters the economy. Regeneration can happen both at the systems level (by designing regenerative processes) as well as at the product level (by switching synthetic to organic fertilisers, for example).

Cycle strategies aim to cycle and reuse materials at their highest value: they maximise the volume of secondary materials re-entering the economy, ultimately minimising the need for virgin material inputs and therefore also narrowing flows. Of course, virgin materials will always be needed to a degree: all materials degrade and can’t be cycled infinitely, use energy, and require blending with virgin materials to maintain strength and functionality.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

It is 2050.  Full systems change has taken place. This wouldn’t have been possible without the immediate action and radical steps taken from 2020 onwards. Many targets had to be identified in the early 2020s and achieved by 2030 to ensure that the 2050 goal happened in full. A sense of urgency, turbo stakeholder collaboration, supportive government regulation and clear, data driven targets enabled the mindsets and systems change needed to transform to a fully circular textiles ecosystem.

A circular economics model underpins what we have created. It reflects and supports a living organism made up of makers, users and restorers, interacting across vibrant and interconnected networks. Checks and balances, alongside transparency and accountability, ensure a healthy system. Financial, environmental, and social metrics have the purpose of serving communities and the planet. There is shared ownership of profit and loss – across all three metrics – throughout the value chain.

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

It is estimated that the fashion industry is responsible for 10% of global carbon emissions – more than international flights and maritime shipping combined.

According to the European Environment Agency, textile purchases in the EU in 2017 generated about 654 kg of CO2 emissions per person.
 
The way people get rid of unwanted clothes has also changed, with items being thrown away rather than donated.

Since 1996, the amount of clothes bought in the EU per person has increased by 40% following a sharp fall in prices, which has reduced the life span of clothing. Europeans use nearly 26 kilos of textiles and discard about 11 kilos of them every year. Used clothes can be exported outside the EU, but are mostly (87%) incinerated or landfilled.

Globally less than 1% of clothes are recycled as clothing, partly due to inadequate technology.
 
The new strategy aims to address fast fashion and provide guidelines to achieve high levels of separate collection of textile waste.

Under the waste directive approved by the Parliament in 2018, EU countries will be obliged to collect textiles separately by 2025. The new Commission strategy also includes measures to support circular material and production processes, tackle the presence of hazardous chemicals and help consumers to choose sustainable textiles.

The EU has an EU Ecolabel that producers respecting ecological criteria can apply to items, ensuring a limited use of harmful substances and reduced water and air pollution.

The EU has also introduced some measures to mitigate the impact of textile waste on the environment. Horizon 2020 funds RESYNTEX, a project using chemical recycling, which could provide a circular economy business model for the textile industry.

 The Dutch clothing and textiles industry is in transition. In recent years, trade associations Modint, INretail and VGT have worked on sustainable social, ecological and economic improvements. In July 2016, the Dutch Agreement on Sustainable Garments and Textile was concluded for this purpose between the government, industrial organisations trade unions and nongovernmental organisations. Raw materials are an important subject of the agreement. Our aim is to reduce our environmental impact significantly because this impact is large. By using new methods to extend the lifespan of textiles and turning discarded textiles into newly applicable fibres, we are working towards a circular economy. The Dutch Circular Textiles Platform seeks to promote this development by guiding all initiatives with a road map – and by organising the exchange of knowledge and experience. This text is a summary of the Circular Textiles Road Map.

The environmental impact of textiles is huge. To tackle this issue an agreement between industrial and government stakeholders has been made in 2016 to develop a strategy for textiles to span the full value chain.

This collection features a selection of case studies, based on the global *Circularity Gap Reports*, that can mitigate climate breakdown by reducing virgin material consumption, waste and greenhouse gas emissions. The latest **[Circularity Gap Report 2023](https://www.circularity-gap.world/2023#download)** reveals that the global economy is now only 7.2% circular and outlines how circular solutions across four sectors can bring global planetary boundaries back within safe limits. 

In the six years of the *Circularity Gap Report*, the global economy has extracted and used unprecedented amounts of materials. The first edition of the *Report *in 2018 found that global circularity was 9.1% and it has decreased every year since—leaving a Circularity Gap of over 90%. If this trend continues, we will have to find more and better solutions to combat the negative effects of climate change. This is why we have identified case studies from across the globe—based on the needs of society and planetary health—that serve as real-world examples of the circular economy in action.

Circle Economy is a not-for-profit organisation working to accelerate the circular transition. Through the *Circularity Gap Reporting Initiative*, our mission is to deliver an annual global Circularity Metric that measures the state of the world economy and identifies key levers to transition to global circularity. These countries are home to around a quarter of the global population, yet consume over one-third (34%) of raw materials. Shift countries’ material footprint per capita is 4.6 times that of Build countries (largely due to the overconsumption of consumer goods imported from Grow counties) and 1.6 times that of Grow countries.

These are high-income countries in the Global North, as well as in the Gulf, Australia, and Oceania. Examples include:

- the US
- Japan
- the UK
- Canada
- Argentina, ...

While much of their infrastructure is already built, they still contribute heavily to the overshoot of planetary boundaries: they contribute 42% of climate change, 27% of nitrogen, 18% of phosphorus, 16% of freshwater use and 38% of land use change.

The need that represents the largest resource footprint, with 42.4 billion tonnes, is for construction and maintenance of houses, offices, roads and other infrastructure, especially in the developing world.

Whilst no two countries are the same, there are still obvious similarities between some of them, with discernible development patterns and parallels in evidence. Common problems and shared solutions help place unique country identities and individual issues in context.

Whilst this classification is far from clear-cut and exhibits some overlap, it does underline how the discourse on transitioning to a circular economy needs to account for both differences and commonalities, if we are to arrive at a more strategic and instructive analysis. It also allows to highlight a set of key themes that are likely to be central to the countries that fall under the respective profiles. 

Country profiles (Build, Grow, Shift)

A framework to distinguish between different country profiles and their circular transition needs.

The framework consists of 21 complementary interventions, across six scenarios - one for each of the six societal needs we model. These interventions can mitigate climate impact by curbing GHG emissions

These 21 interventions are spread across six societal needs and wants, with a set of solutions. Within these solutions are strategies on ’how to get there'.  

The framework moves beyond incremental action and provides solutions that will require behavioral change (dietary shifts towards less meat consumption, for example) and the adoption of state-of-the-art technologies in the industry to mitigate emissions in hard-to-abate sectors (such as steel manufacturing). It illustrates how continued globalisation can benefit from the uptake of digital solutions. The combined interventions showcase the mitigation potential that begins where the current country pledges end; illustrating the additional impact our interventions can bring to the NDCs. In short, the interventions provide input for a more profound fundamental transformation than the more current pathways that make up the vast majority of NDCs. 

Together, the combined interventions can almost double the current global Circularity Metric of 8.6%, bringing it to 17%. 

This results in:
• Shrinking global material use and extraction by 28%. 
• Cutting global GHG emissions by 39%—fully closing the Emissions Gap as defined in our report and taking into account the updated NDCs.
• Allowing the world to achieve the Paris Agreement’s goal of keeping at 1.5-degrees of warming by 2032.

Global Circularity Gap Report

An intervention-based framework for nations and stakeholders working towards circular countries

        Government of the Netherlands 

 


   Global demand for raw materials for things like food, electrical goods and clothes is increasing sharply. The Dutch government is therefore working with other public authorities, knowledge institutions and environmental organisations, industry, trade unions, financial institutions and other civil-society organisations to find smarter and more efficient ways of using raw materials. The goal is for the Dutch economy to be completely circular by 2050. By 2030 the consumption of primary raw materials should have been reduced by half. Obviously, these national goals are linked to international goals that the Netherlands is committed to, including the 2030 Sustainable Development Goals and the Paris Agreement on climate. The government has set out three goals aimed at making the Dutch economy circular as quickly as possible:  Ensure production processes use raw materials more efficiently, so that fewer are needed. When new raw materials are needed, use sustainably produced renewable (inexhaustible) and widely available raw materials, like biomass – raw material made of plants, trees and food waste. This will make the Netherlands less dependent on fossil fuel resources, and it is better for the environment. Develop new production methods and design new products to be circular.  
        The government-wide programme for a Circular Dutch Economy by 2050 (in Dutch) outlines how we can transform our economy into a sustainable, fully circular economy by 2050. The programme describes what we will need to do to ensure we use raw materials, products and services in a smarter and more efficient way.    In January 2017 in The Hague, 180 parties signed the Raw Materials Agreement (in Dutch), which sets out what is to be done to ensure that the Dutch economy can run on renewable resources. The agreement was signed by parties from both government and industry. 
Sharon Dijksma, State Secretary for Infrastructure and the Environment at the time: ‘We have to wean ourselves off our disposable lifestyle and start thinking differently about raw materials and waste. It has to be clear at the design stage how the raw materials in a product can be reused. This agreement provides the basis for a recycling economy, and it will be the first step towards tackling the squandering of raw materials and the exhaustion of our planet.’
    The government and the signatories to the Raw Materials Agreement drew up five transition agendas, focusing on five sectors and value chains that are important to the economy but also have a high environmental burden. They are the transition agendas Plastics, Consumer Goods, Manufacturing, Construction and Biomass and Food. The agendas set out how the sector in question can become circular by 2050, and what actions need to be taken. The page 'Accelerating the transition to a circular economy' describes the transition agendas.    The government now presents its Circular Economy Implementation Programme (in Dutch), which translates the five transition agendas into concrete actions and projects to be put into effect between 2019 and 2023. Examples from the implementation programme include:  The large growth of electric mobility creates an enormous demand for lithium-ion batteries. In the future, these batteries will have to be recycled at the end of their life. They contain many valuable metals.  Steps are being taken with the textile sector to introduce Extended Producer Responsibility. This means that the producer remains responsible for the textiles they make, even if they are discarded and therefore become waste. In 2021, the government launched the Circular and Fair ICT Pact (CFIT). The government is working with other countries to procure ICT in a sustainable way, taking into account innovation, circularity and social conditions. The Central Government Real Estate Agency and Rijkswaterstaat must make their operations circular by 2030. All government buildings constructed after 2018 must be energy neutral. As many recycled or recyclable materials and resources as possible will be used in the construction and redevelopment of real estate.
 The Implementation Programme will be updated regularly:  The Ministry of Infrastructure and Water Management will organise an annual National Circular Economy Conference (in Dutch) at which stakeholders discuss progress with the circular economy. This might lead to adjustments to the Implementation Programme. Every two years the Netherlands Environmental Assessment Agency (PBL) will publish a progress report. In the intervening years, an interim report will be issued. The findings and recommendations of the report may lead to adjustment of the implementation program.
      The first goal of the government-wide programme for a Circular Dutch Economy by 2050 is ambitious, but not impossible: the Netherlands must use 50% fewer primary resources (minerals, metals and fossil fuels) by 2030.    The Netherlands aims to have a circular economy by 2050 – a waste-free economy that runs as much as possible on sustainable and renewable raw materials, and in which products and raw materials are reused.     
International cooperation for a circular future To create a circular economy in the Netherlands, changes are needed in Europe and worldwide. This is because raw material supply chains and waste flows are global. And not all waste products or materials end up in the Netherlands or even Europe. Also, many businesses operate internationally. That’s why the government works with other governments in bilateral, regional and in the United Nations, both inside and outside the European Union. The government is also active in multistakeholder platforms, where government, business and international organisations drive shared goals towards a circular economy.One example is  the Platform for Accelerating the Circular Economy (PACE), with more than 40 members.   Awareness raising about the circular economy remains an important aspect. That is why the Netherlands co-hosted the World Circular Economy Forum + Climate in April 2021. This global conference raised awareness about the circular economy in general, and the opportunities for the circular economy to help reach our climate goals in particular.

Dat is goed nieuws: hierdoor moeten bouwers meer circulair en milieuvriendelijker gaan bouwen. Stichting NMD juicht deze aanscherping toe.    De wettelijke eisen zullen stapsgewijs worden aangescherpt en het streven is de norm uiterlijk in 2030 te halveren (van 1,0 naar 0,5 te brengen). De grenswaarde voor kantoren blijft nu nog ongewijzigd. Er wordt onderzocht hoe de wettelijke eisen verbreed kunnen worden voor nieuwbouw naar renovaties en naar andere gebruiksfuncties dan alleen wonen. In 2050 willen we een klimaatneutrale en circulaire gebouwde omgeving realiseren. De eis wordt niet alleen aangescherpt: op dit moment wordt ook de mogelijkheid onderzocht om de milieuprestatie-eis uit te breiden naar andere gebruiksfuncties en naar renovatie.

 FOR ENGLISH SCROLL DOWNDe bouwsector staat voor een grote verduurzamingsopgave. Die opgave gaat verder dan alleen het reduceren van CO2 in de gebruiksfase. Ook het bouwproces en het materiaalgebruik veroorzaken CO2-impact. Hiervoor is een nieuw perspectief nodig op hoe de bouwsector verduurzaamt. We noemen dat de Whole Life Carbon aanpak. Deze aanpak is onderdeel van het Europese BuildingLife programma. In deze position paper wordt uitgelegd wat onder een Whole Life Carbon aanpak wordt verstaan.Verder gaan we in deze paper in op de volgende onderdelen:De urgentie van CO2-reductie voor de Nederlandse gebouwde omgeving en de aannames voor het toekennen van emissiebudget aan de gebouwde omgeving;Een methode om de verschillende emissies in te delen;Uitdagingen in de verschillende bouwopgaven;Huidige regelgeving in relatie tot operationele en materiaalgebonden emissies;De impact van verschillende fases in het bouwproces, invloed van materialen en impact van verschillende onderdelen van een gebouw;Een eerste aanzet in leidende principes.Deze paper is de eerste stap in een proces van verduurzaming volgens dit nieuwe principe. Ook wordt gewerkt aan een rekentool die helpt bij het bereiken van die doelstellingen. Die is gebaseerd op de huidige regelgeving in Nederland (MPG). Vervolgens wordt per doelgroep in de keten en gebouwtype een roadmap opgesteld met welke stappen nodig zijn om toe te werken naar concrete doelstellingen. De position paper, de roadmaps met doelstellingen en het rekenprotocol worden toegelicht op het Paris Proof Embodied Carbon congres op 23 november 2021. This task goes further than just reducing CO2 in the use stage. The construction process and the use of materials also result in a CO2 impact. This will require a new perspective on how the construction industry is becoming more sustainable. We call this the Whole Life Carbon approach. This approach is part of the European #BuildingLife program.​​​​​​​The position paper explains what is understood by a Whole Life Carbon approach. This report is the first step in a process of sustainability according to this new principle. DGBC has drawn up this position paper based on input from the Ambassadors of the BuildingLife project and stakeholders from the entire construction column.

The Netherlands: Regulating the environmental performance of buildings, taking a whole-life cycle approach

The Green Deal approach in the Netherlands is an accessible way for companies, stakeholder organizations, local and regional government, and other interest groups to work with the national government on green growth and social issues. The aim is to remove barriers in order to help sustainable initiatives get off the ground and to accelerate this process where possible. The central government plays a key role in this area. Initiatives often start from the bottom up, in response to societal dynamics. Green Deals cover nine themes: energy, bio- based economy, mobility, water, food, biodiversity, resources, construction and climate. Green Deal C-178 refers to a deal for circular buildings.

Green Deal Approach

The Government-wide programme for a Circular Economy is aimed at developing a circular economy in the Netherlands by 2050. Its ambition is to realise, together with a variety of stakeholders, an (interim) objective of a 50% reduction in the use of primary raw materials (minerals, fossil and metals) by 2030. It has as main priority sectors: biomass and food, plastics, the manufacturing industry, construction sector and consumer goods

A Circular Economy in the Netherlands by 2050

Companies, government and knowledge institutes work together towards the shared ambition of being the first cluster in the Netherlands with zero CO2 emissions and minimum environmental impact. The entire Chemport Europe industry cluster will only use renewable energy and feedstocks by 2050.

Public-Private Partnership towards Zero Emissions Goal in the Netherlands

In 2013, the Dutch Government established the Circular Procurement Green Deal to accelerate the transition to a circular economy. This programme brought together 45 public and private parties, and tasked each of them with carrying out two circular procurement initiatives in order to increase experience, share insights, and create a pool of good practice. Over three years, 80 circular procurement pilots were conducted and their lessons shared. The success of this programme resulted in the Dutch Government placing special emphasis on circular procurement and the consideration of life-cycle costs in its 2016 Roadmap to a Circular Economy. Moreover, it included an aim to raise the proportion of circular procurement to 10% by 2020.
