The built environment sector largely exists to serve our universal need for shelter, and as such is one of the most important consumers of raw materials in the world.

We believe the built environment should be a ‘living’ system in which building materials and products are optimally used and reused— a system that operates within the boundaries of our planet, preserves the (business) value of its resources, and ensures the well-being of its inhabitants.

Tremendous opportunities to reverse the tide and prevent a state of lock-in from happening exist for regions where the built environment sector has yet to mature. There is also still hope for those regions where the fate of the construction sector may seem set in stone.

This is why two key strategies stand out:

Promote solutions inspired and supported by nature

The built environment, including housing, commercial buildings, and the necessary infrastructure for mobility, is essential for our livelihoods, but:
- the extraction of minerals used to produce construction materials is responsible for a quarter of global land use change,
- approximately 40% of global GHG emissions can be attributed to buildings’ construction, use and demolition, and
- construction and demolition processes drive nearly one-third of all material consumption. 

Making the built environment more circular must prioritise a heavy reduction in material use—while also closing the loop on materials and bringing secondary and renewable material choices to the fore. Our four key solutions for the built environment are:
- Make the most of what already exists: Make the most of existing materials by reusing, repurposing, upgrading and renovating following circular approaches. Where new builds are needed, use secondary materials and be as efficient as possible with urban planning solutions that follow circular design principles so that buildings can be reused, repurposed, and easily disassembled in the future.
- Be as energy efficient as possible: From the design phase, utilise circular strategies to create material- and energy efficient buildings. Couple these designs with a rollout of clean energy solutions, and prioritise energy-efficient appliances and retrofitting. 
- Utilise secondary materials: Maximise the high-value reuse of buildings and components where possible. Ideally, enable the utilisation of construction and demolition outputs and ensure that as much of it as possible is recycled to avoid the need for virgin materials, such as sand and gravel.
- Prioritise circular materials and approaches: Transition to using renewable wood, timber or cross-laminated timber instead of steel and concrete, or move to other locally available materials. Utilise mainstream modular construction and prioritise lightweight frames and structures to reduce cement and steel use, as well as green roofs where possible.

Cities worldwide are facing significant water-related challenges, including urban water runoffs, flooding, reduced water quality and severe water scarcity—exacerbated by rapid urbanisation and more frequent extreme weather events. On top of this, urban water runoff continues to be a major cause of water pollution in urban areas, carrying trash, bacteria, and other pollutants through gutters and stormwater systems into local waterways, typically without treatment.

City governments can pursue a “sponge city” approach by redesigning the urban fabric and integrating blue and green infrastructure (BGI) (e.g. rain gardens, permeable pavements, storage ponds, etc.) along traditional grey infrastructure (e.g. pipe networks, storage tanks, flood walls). This can help to absorb, store, filter and purify these water flows, in turn replenishing aquifers, reducing the need for expanding grey water management and minimising flood risk, while also reducing the heat island effect. 

Cities can do so by, for example, integrating requirements for BGI into municipal urban planning rules for newly built up areas of city districts, industrial parks and development zones, and integrating sponge city building requirements into municipal urban planning rules. Then, local governments could also strengthen collaboration between all relevant stakeholders—from real estate developers to engineers, to water-utility organisations—to identify locally relevant opportunities for sponge cities.

💧  Blue and green infrastructure for sustainable urban drainage

Regenerate strategies phase out hazardous or toxic materials and processes and substitute them with regenerative biomass resources. A circular economy aims to mimic natural cycles—by shifting to more regenerative farming practices, for example—while also maximising the share of circular biomass that enters the economy. Regeneration can happen both at the systems level (by designing regenerative processes) as well as at the product level (by switching synthetic to organic fertilisers, for example).

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:

Urban Opportunities

The Circular City Actions Framework provides urban changemakers with five complementary strategies they can use to start working towards a more circular system. 

The framework is action-based to provide users with concrete strategic directions and showcase the desired outcomes of each strategy. 
The framework consists of five complementary **strategies**, under which **sub-strategies** provide further detail. Finally, each sub-strategy consists of a diversity of tangible **solutions** which are framed in relation to key thematic areas.

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

 Chicago’s most famous rooftop garden sits atop City Hall, an 11-story office building in the Loop. City Hall and the adjacent Cook County building appear to most people as one building spanning a city block bounded by LaSalle, Randolph, Clark and Washington streets. First planted in 2000, the City Hall rooftop garden was conceived as a demonstration project - part of the City's Urban Heat Island Initiative - to test the benefits of green roofs and how they affect temperature and air quality. The garden consists of 20,000 plants of more than 150 species, including shrubs, vines and two trees. The plants were selected for their ability to thrive in the conditions on the roof, which is exposed to the sun and can be windy and arid. Most are prairie plants native to the Chicago region.
Like all green roofs, the City Hall rooftop garden improves air quality, conserves energy, reduces stormwater runoff and helps lessen the urban heat island effect. The garden's plants reflect heat, provide shade and help cool the surrounding air through evapotranspiration, which occurs when plants secrete or "transpire" water through pores in their leaves. The water draws heat as it evaporates, cooling the air in the process. Plants also filter the air, which improves air quality by using excess carbon dioxide to produce oxygen.
The rooftop garden mitigates the urban heat island effect by replacing what was a ballasted, black tar roof with green plants. The garden absorbs less heat from the sun than the tar roof, keeping City Hall cooler in summer and requiring less energy for air conditioning. The garden also absorbs and uses rain water. It can retain 75% of a 1 inch rainfall before there is stormwater runoff into the sewers. 

 As part of an EPA study and initiative to combat the urban heat island effect and to improve urban air quality, Mayor Richard M. Daley and the City of Chicago began construction of a 38,800 square foot (total roof area) semi-extensive greenroof in April 2000. It was completed at the end of 2001 at a cost $2.5 million, funded by a settlement with ComEd. Encompassing one square block and twelve stories high, this retrofit application serves as a demonstration project and test greenroof. The project was completed in the summer of 2001 and will be monitored for plant survival as well as other environmental features. Chicago City Hall’s greenroof saves $5,000 a year on utility bills, according to Michael Berkshire.
“This is unique to Chicago,” said Richard Price of the Virginia-based William McDonough & Partners, the architectural firm who designed the roof. “No one else has looked at rooftop gardens to mitigate urban heat island effect, which is a process whereby highly urbanized areas with hard surfaces tend to be degrees hotter than green areas,” (ENN.com, May 2000).
According to a March 1, 2002 article in The Wall Street Journal, “The garden’s origins can be traced back ten years, to when the city’s electric utility, Commonwealth Edison, failed to make good on a 1991 franchise agreement. The city “sought legal recourse through binding arbitration and won a $1.1 billion settlement,” explains Jessica Rio, spokesperson for the Chicago Department of Environment (DOE). Some of that is being used to support Chicago mayor Richard Daley’s vow to make Chicago “the greenest city in America.” As part of the March 1999 settlement, the utility established a $100 million “fund for the future” administered by the DOE, $2.5 million of which was committed to found the DOE’s Urban Heat Island Initiative (UHII) in late 1999.”
This project is winner of the American Society of Landscape Architects 2002 Professional Merit Award.
Roofmeadow Types II: Aromatic Garden, IV: Meadow 1, and Omega: Woodlands vegetation were used. Since the Chicago City Hall occupies only half of the entire building – sharing with Cook County’s administrative offices – weather stations have been assembled on both sides of the roof: one green and one tar. Test data will be collected from monitoring temperature, rainfall, wind speed and direction (John Beaudry, June 2000). The 20,300 square foot City Hall rooftop garden has over 20,000 herbaceous plants installed as plugs of more than 150 varieties including 100 woody shrubs, 40 vines and 2 trees – a Cockspur Hawthorn and Prairie Crabapple. Although rainwater will be collected and saved from the 7,700 square foot penthouse, a supplemental irrigation system will aid in establishing the plants as well as provide supplemental water during extreme periods of drought (Landscape Architecture Magazine, September, 2000; John Beaudry, June, 2000).

<p>The Chicago City Council has taken great initiative when it comes to green roofs. Atop the City Hall there is a garden consisting of more than 20,000 plants including shrubs, trees and grasses. Enable sustainable lifestyles

The mobility choices and behaviours of residents and businesses can vary greatly depending on the structure and design of the city. A sprawling city covering large areas with wide highways and no bike lanes discourages cycling and increases dependence on private vehicles, which contribute significantly to resource demand and GHG emissions. Meanwhile, a more compact city with mixed use developments, accessible public transport and extensive and appealing pedestrian and cycle networks enables and encourages walking, cycling and other non-motorised, low-carbon forms of mobility. Combined with urban planning that incentivises higher densities along major public transport routes, transit-oriented development can help to slow the outward expansion of cities into the surrounding countryside. 

Compact city planning can help local communities build and create more efficient, safe and viable cities. This concept includes ideas such as the 15-minute city or ‘complete neighbourhoods’, whereby all of the basic needs and services of a resident can be accessed within 15 minutes by walking, cycling or public transport. This concept has also attracted attention as a way to reduce inequality by ensuring that all neighbourhoods have access to affordable mobility options.

Local governments can support the development of compact and low-carbon cities by integrating such concepts into the city’s urban plans, and ensuring that all residents are easily able to conduct their day-to-day lives using non-motorised or public transport. Cities can also ensure that necessary and facilitating infrastructure is provided, such as cycle lanes, pedestrianised areas and public transport options, to enable the shift away from dependency on personal vehicles.

🚌  Compact city planning and development

Globally, 13% of global resources consumed relate to mobility. This includes transport infrastructure, from roads, to rail, to cycle routes ([Ellen MacArthur Foundation](https://ellenmacarthurfoundation.org/circular-economy-opportunity-and-benefit-factsheets)). Virgin materials sourced to build mobility infrastructure often include cement and asphalt, which are responsible for a significant portion of global greenhouse gas emissions (cement—a constituent component of concrete—is responsible for an estimated 8% of global greenhouse gas emissions) ([BBC](https://www.bbc.co.uk/news/science-environment-46455844)). 

The materials that are required for the construction of transport infrastructure can be sourced from residual materials, to offset the demand for virgin resources. Construction techniques that utilise residual material are often less intensive in relation to greenhouse gas emissions, and can help to lower the material footprint of mobility infrastructure. A range of residual materials can be used within mobility infrastructure. These can come from conventional materials, such as cycled concrete and other stones and aggregate. As well as other residual materials such as plastics and rubber from end of life tyres. 

Local governments can support the cycling of materials for mobility infrastructure by mandating a certain proportion of recycled material input in tenders for new developments or renovations of existing infrastructure. For example, criteria could stipulate that all residual materials within renovations must be cycled back into the project, for example as aggregate. Alternatively, criteria could stipulate a minimum proportion of material inputs from cycled sources, or ban the landfilling of certain residual materials. Collaboration and engagement with local businesses can help local governments to identify the most appropriate criteria that the local market is able to satisfy, and support the most effective transition towards a more circular economy.

🚌  Cycled materials for mobility infrastructure

 People use cars to get to work. You use them to get to the grocery store, to do your shopping, to visit your friends and family. When they’re such an integral part of your everyday life, it can be hard to imagine life without cars. In fact, many cities are designed with vehicles in mind instead of people, which creates a cycle that’s hard to break free from.
However, car-centric cities aren’t doing us or our planet any favors. Between urban sprawl (which we covered in a previous blog), traffic hazards, and pollution, our reliance on vehicles is killing us. 
Hazards of Driving
Did you know traffic crashes kill 1.25 million people every year, and disable millions more? Fast, high volume traffic is a hazard to bikers, pedestrians, and other drivers. While these hazards are the most obvious, there is a far more sinister hazard of your reliance on vehicles: driving for more than two hours a day contributes to a sedentary lifestyle and can be hazardous to your health.
Rush Hour Pollution
If you work a regular shift at your workplace, chances are you’re traveling during rush hour to get to and from work. All those cars on the road at the same time, moving at a crawl, emit fumes into the air. Where do those fumes go? Unfortunately for rush hour drivers, that pollution goes right back into the breathing air inside vehicles; in some cases, the particulate matter can be two times higher inside cars than along roadways. So not only is your commute harming the environment by releasing pollutants into the air, but it’s also harming your health and the health of other drivers.
Noise Pollution
Honking horns and sirens are common sounds on the roads, and they never stop. Many cities still have traffic well into the night, and this noise pollution can reach past drivers and into people’s homes and businesses as well. Unwanted environmental noise can actually increase the risk for heart disease, stress and even depression.
It’s time to start building cities for people instead of vehicles. Our health and the health of our planet depend on it.
