Circle Economy and ICLEI have partnered up to initiate the go to knowledge hub of case studies about the circular economy in cities. The Cities Collection is a repository of case studies that demonstrate the role of cities in the circular transition, and includes policies, business cases and research articles. Cases in the Collection flow into an ecosystem of digital products which support users in transitioning cities to circularity, for example [Ganbatte](https://ganbatte.world/cities/) and <a href="https://circulars.iclei.org/" target="_blank">ICLEI Circulars</a>, both part of the <a href="https://circulars.iclei.org/circle-lab-for-cities/" target = _blank">Circle Lab for Cities Programme.</a>

This collection features a selection of the initiatives listed on the Québec Circulaire platform.

Québec Circulaire is one of the flagship measures of the Pôle québécois de concertation sur l’économie circulaire (Quebec centre for consultation on the circular economy), a voluntary grouping of leaders from various backgrounds to accelerate the transition to the circular economy in Quebec. The information that emerges about circular economy is often fragmented by types of strategies, regions, people involved and sectors of activity. For a real change in the economic model to take place, it seemed essential to create a convergence forum for the exchange of information. Therefore, Québec Circulaire's mission is to bring together the variety of initiatives, tools, and expertise related to circular economy in Québec that are currently dispersed and will be multiplying in the coming years. 

Having begun its transition to circular economy in 2014, Québec serves as a pioneer in North America. By shining a light on the collective impact of individual and targeted initiatives, the circular economy can constitute a powerful lever for change.

This collection of case studies aims to bring together Quebec people involved in this transition, alongside facilitating access to initiatives and knowledge developed elsewhere in the world, and disseminating Quebec best practices internationally.

A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

 1- Planification 2022-2023:  Adoption de l’échéancier de travail, confirmation des thématiques à adopter par secteur.
 2- État de la situation (janvier-juin 2022) :  Analyse des flux de matières Analyse de la composition économique Analyse des politiques et des stratégies locales pertinentes; Entrevues avec différents acteurs et parties prenantes (internes et externes).
  3- Vision et identification des opportunités (nov-dec 2022) :  Définition de la vision à intégrer à la première feuille de route, Identification des opportunités, Budget à définir et distribution de rôles, Validation des orientations à la Commission de l’environnement et de mobilité et au Conseil municipal
 4- Rédaction de la feuille de route (décembre 2022) :  Identification des actions à prendre avec les partenaires dans les services identifié, développement des indicateurs de circularité. 
 Défis  Intégrer la réalisation d’une feuille de route en économie circulaire à travers les autres priorités;    Harmoniser la feuille de route en économie circulaire avec les autres plans existants de la municipalité (plan climat, PGMR 2023-2030, plan de mobilité, etc.);    Favoriser la compréhension de l’économie circulaire, un concept encore nouveau pour beaucoup de collaborateurs.   Établir une gouvernance participative;  Mise en place d'indicateurs de circularité.
 Leviers Étant donnée la nature transversale du projet , la démarche est coordonnée par le Bureau de l'environnement et le Bureau de coordination du développement économique. La Ville a aussi mobilisé une ressource du Bureau de l’environnement à mi-temps, ainsi qu’une ressource de Synergie Estrie à mi-temps. Une approche basée sur l'acquisition de connaissances Les premiers jalons de cette feuille de route consiste à procéder à une analyse de flux de matières avec la collaboration du Laboratoire interdisciplinaire de recherche en ingénierie durable et écoconception (LIRIDE) de l’Université de Sherbrooke. Ce travail va permettre d’identifier les axes d’interventions pour la première feuille de route.  Départements et partenaires clés impliqués  Le projet est initié et porté conjointement par le Bureau de coordination du développement économique et le Bureau de l’environnement. De plus, Synergie Estrie est l’un des acteurs clés dans l’élaboration de la feuille de route. Prochainement, d’autres services de la structure organisationnelle seront impliqués.  Outils et méthodologies utilisés  Approche   L’approche préconisée par la Ville de Sherbrooke se veut pragmatique et perfectible afin de réaliser une première feuille de route d’ici 2023. Pour alimenter sa réflexion, la Ville souhaite consulter des parties prenantes issues autant du milieu académique, de l’entreprise privée que des autres services de son appareil municipal. Cette phase de consultation, combinée à des analyses socio-économiques et de flux de matières, va guider la ville dans l’identification d’opportunités à inclure dans sa feuille de route.  Vision  Les prochains mois viseront à développer une vision avec les différentes directions et services de la municipalité, de façon concertée avec les élu(e)s.  Engagement     Adopter une feuille de route d’ici 2023;  
   Identifier des opportunités clés en économie circulaire pour le territoire;    Réaliser une première analyse de flux de matières à l’échelle de la ville de Sherbrooke;    Pérenniser le projet Synergie Estrie pour le territoire de Sherbrooke.  
 Sources de financement de l'initiative Le projet de Plan de gestion des matières résiduelles (PGMR) 2023-2030 prévoit investir un montant de 211 000$ pour les sept prochaines années en ressources humaines et honoraires professionnels afin de supporter le déploiement de l’économie circulaire.
