This collection features a selection of inspiring examples of the circular economy, compiled in the context of the Switch to Circular Economy Value Chains programme (SWITCH).

Launched in 2020, SWITCH is a five-year initiative that assists EU multinational companies and their suppliers from developing countries to switch to more circular economy approaches and practices in three selected value chains: [Plastic Packaging](https://knowledge-hub.circle-lab.com/switchtocircular/search?collections=832%3D0&framework_elements__5=111), [Textile & Garments](https://knowledge-hub.circle-lab.com/switchtocircular/search?collections=832%3D0&framework_elements__5=99), and ICT and Electronics.

The overall objective of SWITCH is to support the “transformation towards a circular economy”, and to contribute to sustainable growth, low carbon and climate resilient development, decent jobs creation, and a safer, healthier and pollution-free environment.

SWITCH is co-funded by the European Union and the Government of Finland, and implemented by UNIDO, in collaboration with Chatham House, Circle Economy, and the European Investment Bank.

Imagine a time when…products flow via optimal collection and distribution streams into reusable and repairable product platforms. Reuse and access models are dominant, and products are designed for multiple recirculation before biodegrading (if designed to do so), or being broken down into reusable raw materials for production. People only consume what they need. Production and consumption wastes have been fully eliminated and multifunctional, season-less and timeless fashions are the norm, yet still fulfil our human need for expression and creativity without constraint. All business models, organisations, governments and citizens play a role in maintaining a healthy, functioning circular ecosystem.

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Urban Opportunities

It is 2050.  Full systems change has taken place. This wouldn’t have been possible without the immediate action and radical steps taken from 2020 onwards. Many targets had to be identified in the early 2020s and achieved by 2030 to ensure that the 2050 goal happened in full. A sense of urgency, turbo stakeholder collaboration, supportive government regulation and clear, data driven targets enabled the mindsets and systems change needed to transform to a fully circular textiles ecosystem.

A circular economics model underpins what we have created. It reflects and supports a living organism made up of makers, users and restorers, interacting across vibrant and interconnected networks. Checks and balances, alongside transparency and accountability, ensure a healthy system. Financial, environmental, and social metrics have the purpose of serving communities and the planet. There is shared ownership of profit and loss – across all three metrics – throughout the value chain.

Stakeholders of the Tunisian textile sector want to reduce the environmental impact of their activity. A seminar was held in Tunis on November 26, 2019, on the theme “promoting circular value chains for a competitive and sustainable textile industry”. Organised by the Tunisian Textile and Clothing Federation (FTTH), the meeting was designed to introduce textile operators to a green economy approach, where chemical waste from factories is recycled or valorised. Textiles, which is a pillar of the Tunisian economy, contributes more than 20% to the GDP, with 1,600 companies, 160,000 jobs and €2.2 billion in export sales, and exerts a strong pressure on the environment.
Textile production consumes a lot of resources and generates a lot of waste. According to the World Wildlife Foundation (WWF), global cotton production alone consumes 25% of the insecticides and 10% of the herbicides used in the world. In addition, the air pollution it generates exceeds that generated by emissions from shipping and air traffic combined. Emissions of greenhouse gases are estimated at 1.2 billion tons of CO² equivalent in 2015. The eco-responsibility of Tunisian textiles is further reinforced by the “MedTestIII” initiative.
It aims at developing circular textile value chains, recovering textile waste, and was launched during the Tunis seminar. Funded by the European Union (EU) and implemented by the United Nations Industrial Development Organization (UNIDO), this programme is also expected to be implemented in two other North African countries: Morocco and Egypt. “More and more international brands are setting up collection and recycling units for used clothing. We must not miss this train which is the key to the durability and sustainability of the national textile and clothing sector,” said Hosni Boufaden, FTTH President. Concretely, Med TestIII will strengthen local infrastructure, technical expertise and know-how to promote the appropriate classification, efficient collection, sorting and recycling of post-industrial and pre-consumer textile waste.

Two companies in Tunisia are responsible for over half of Nudie Jeans’ production value. To develop greener production processes in Tunisia, Nudie Jeans has been working with the United Nations Industrial Development Organization (UNIDO) as part of the European Union-funded SwitchMed project. In December 2020, a two-phase pilot project began to test the feasibility of recycling second-quality jeans into fabric for new jeans in Tunisia. Brinkberg says that in the first phase, to be completed by May 2021, “Eight thousand pairs of second-choice jeans are being used, together with virgin denim fabric, to create 20,000 metres of new fabric. From this new fabric, 15,000 pairs of new jeans will be created.” The data from this initiative will enable UNIDO to assess the feasibility of recycling second-quality jeans into fibres for new denim fabric at scale.  A second phase will focus on developing an upcycling and remanufacturing scheme with local designers in Tunisia and will explore the possibilities for recycling post-industrial cutting waste from jeans production. Roberta De Palma, Chief Technical Advisor at UNIDO, explains, “The current production system for fashion goods uses high volumes of virgin fibres, which creates a significant pressure on valuable resources, such as water.” According to the United Nations, approximately 10,000 litres of water are required to make one single pair of jeans from the production of the cotton to the delivery of the final product to the store. De Palma says, “Exploring ways for recycling post-industrial textile waste could reduce this dependency and support the development of a recycling infrastructure in the production countries.” Water scarcity has long been a challenge in Tunisia but climate change, combined with rapid urbanization, has made the problem even more acute. With demands from industry and agriculture putting immense pressure on Tunisia’s water resources, Nudie Jeans and UNIDO are hoping their project will show a way to do more with less.
