A framework of policy instruments that enable and stimulate the transition to the circular economy

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

 This post has already been read 4060 times!The city will put up its own waste-to-energy plant to help address the city’s garbage disposal problem and ensure the production of quality and cheap renewable energy that will be infused into the grid.
Mayor Benjamin B. Magalong disclosed that proponents for the put up of the waste-to-energy plant have already given up their plans to establish the said facility in nearby Sablan town because of the alleged mixed signals they had been getting from the municipal officials.
He reported that the local government will be asking the proponents of the project the option to identify the feasible portion of the city-owned property in Sto. Tomas where this plant could be constructed.
The local chief executive said the project will be jointly implemented by the proponent, the State-owned Philippine National Oil Company–Renewables Corporation (PNOC-RC) and the local government.
According to him, the proponent will be inspecting the 139-hectare city-owned property in Sto. Tomas to ascertain the site for this facility.
During the early years of the present administration, it eyed the construction of a waste-to-energy plant within a portion of this  property ceded by the agriculture department to the city but there were some questions on the feasibility of the land and the area where the facility can be constructed that compelled the proponent and the city to look for other areas for the realization of the project.
Incidentally, a private property in Sablan town was previously identified as a possible site for the plant but the mixed signals from municipal officials on the status of the project caused the city government to reconsider and offer its property in Sto. Tomas for the realization of the renewable energy project.
However, City Administrator Bonifacio dela Pen֮a revealed that the construction of the road network leading to the property is prohibitive and the proponent will have to shoulder the development cost as part of the implementation of the long overdue renewable energy project.
The Sobrepen֮a-owned Metro Global Renewable Corporation is one of the proponents for this 10-megawatt waste-to-energy plant that is capable of converting at least 10 tons of the generated waste into renewable energy.
The put up of this plant is seen as one of the ultimate solutions that will effectively address the cost of continuously hauling city garbage to the nearest sanitary landfill in Capas, Tarlac which had been the temporary solution to the garbage disposal problem of the city for over a decade now. (Photo courtesy of Bong Cayabyab/PIO city government)  BAGUIO CITY — The local government of Baguio and the state-owned Philippine National Oil Company–Renewables Corporation (PNOC-RC) have signed a memorandum of understanding (MOU) for the conduct of a feasibility study to identify a waste-to-energy technology, which will solve the garbage disposal problems of the city and the La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT) area.“We just signed the agreement with PNOC and we will work closely with the EMB (Environment Management Bureau) on this,” Mayor Mauricio Domogan said during the weekly press forum on Wednesday.The MOU was signed by Domogan and PNOC-RC president and chief executive officer John Arenas during simple rites at the Mayor’s Office.The five-year agreement intends to explore ways in managing solid wastes through a “waste-to-energy” project for Baguio, which the city intends to share to the BLISTT local governments and residents.Under the agreement, the PNOC-RC will look for an applicable technology that can be set up on the 29.11-hectare private property of the Benguet Corporation (BC) in Antamok, Itogon, Benguet, which was ceded to the city government.In a press release issued by the city information office, Arenas assured Domogan that the PNOC-RC will come out with the results of the feasibility study on whether or not the proposed waste-to-energy project at the said site will benefit the people living in the BLISTT communities.If proven to be applicable and effective, it will not only solve the city and the BLISTT’s areas garbage disposal problem, but will also support the national government’s goal to generate additional electric power for the country.The MOU was entered into by the city government alone but the city committed to allow the BLISTT local government units (LGUs) to use the proposed integrated waste disposal facility that will cater to their garbage disposal needs.The city hopes that the positive result of the study will be an additional income to convince the five towns, especially Itogon, to allow the conversion of the area into a waste disposal facility.Domogan repeatedly talked about the city’s priority concern to identify a permanent site for its solid waste disposal facility to put an end to the hauling of the city’s residual waste, which eats up a huge portion of the local government's resources for the hauling cost and the tipping fees.He said the major hindrance encountered by the local government in coming up with a permanent solution to its solid waste disposal problem is the absence of an area for its waste facility.Based on city estimates, Baguio produces around 402 tons of garbage daily.      City Administrator Bonifacio dela Pena disclosed that the proposed waste to energy plant that will be established in the city will be capable of producing at least 3.4 megawatts of renewable energy from the prevailing volume of biodegradable waste generated by the households in the city daily.
The city administrator, together with other technical personnel of the local government and some local legislators, recently visited Japan to personally observe the operating waste to energy plant that is being proposed to be established in the city to help address the local government’s prevailing garbage disposal woes.
He admitted that when he and the members of the team brought with them at least 100 questions that will be asked from the operator of the waste to energy plant using biodegradable waste and that when they came back, almost all the questions had been answered, thus, they were convinced that the bio-mass waste to energy plant will be feasible in the city.
The city administrator informed the members of the City Advisory Council during their first meeting with Mayor Benjamin B. Magalong last Thursday afternoon that the waste to energy plant is environmental-friendly because its emission is not hazardous contrary to the perception of environmentalists on the operation of such plant.
According to him, what they saw in Japan is a smaller version of the proposed waste to energy plant that will be established in the city because it was converting some 70 tons of biodegradable waste to around 1.4 megawatts of power.
The city department head asserted that what the local government is waiting the results of the ongoing Waste Analysis and Characterization Study (WACS) to update the data of a similar study in 215 so that it will be ascertained on what will be the volume of biodegradable waste that needs to be processed by the plant considering that what will be put up in the city will tailor-fit the volume of biodegradable waste produced by the households and commercial establishments.
He explained that the put up of the waste to energy plant will be on a government to government transaction with the State-owned Philippine National Oil company (PNOC) serving as the local government’s conduit for the realization of the noble project which had been started way back during the previous administration.
Dela Pena said that the power that will be generated by the eventual operation of the waste to energy plant that will be established in the city will be sold to the Benguet electric Cooperative (BENECO) which will in turn be blended with its existing power supply being purchased from competent power generators for the benefit of maximizing the use of the city’s biodegradable waste for productive purposes.
The city’s WACS is expected to be completed supposedly by April next year but local officials persisted in pressuring the company that was commissioned to do the study to make the same available by the end of November so that the local government could start working on the pertinent details of the technical description of the waste to energy plant that is being proposed to be established in the city that will convert the generated biodegradable waste to quality renewable energy where the city could also earn a decent income. - Dexter A.
