Cycle strategies aim to cycle and reuse materials at their highest value: they maximise the volume of secondary materials re-entering the economy, ultimately minimising the need for virgin material inputs and therefore also narrowing flows. Of course, virgin materials will always be needed to a degree: all materials degrade and can’t be cycled infinitely, use energy, and require blending with virgin materials to maintain strength and functionality.

The principles of a circular economy concern designing out waste, regenerating ecosystems and keeping items in use. Decoupling the economy from material flows—improving the rate of resource productivity faster than the economic growth rate—is also a consistent guide. By evolving with the growing number of applications of circular economy principles, and consolidating these strategies across thematic areas, Circle Economy’s Key Elements Framework (KE) renders the elements of the circular economy salient and serves as a basis to derive contextual strategies and interventions. 


The Framework consists of:
- Core Elements: Activities directly handling product or material flows; and uniquely,
- Enabling Elements: those that remove obstacles for core actors.

Circle Economy's framework of strategies and activities that define the circular economy

Based on the work of [Bocken et al. (2016)](https://www.researchgate.net/publication/309699661_Product_design_and_business_model_strategies_for_a_circular_economy), the Four Flows Framework serves as a simple framework for managing resource flows in a circular economy by using less (Narrow), using for longer (Slow), using again (Cycle), and using clean, regenerative materials and energy (Regenerate).

These different principles of circular economy can be applied to our socioeconomic metabolism: we can design stocks like buildings, infrastructure, machinery, and vehicles to be rich resource mines for the future, and design manufactured goods and consumables to be cycled and made regenerative. Furthermore, the focus must also centre on getting more value out of fewer materials. Achieving the aims of a circular economy—minimising material use, regenerating the Earth, and preventing material losses—can be done through these four key strategies mentioned above.

 没有任何价值的东西，我们会称之为垃圾。 若有一天，你发现了这些垃圾其实是变成黄金的“潜力股”，你还会将它随意丢弃吗？ Recircle竭尽所能地教育和灌输用户们环保和回收的知识，呼吁人们及时爱护这孕育了万千生命的美丽星球。 Recircle是一个成立于马来西亚的网上回收平台，也是一个手机应用程式。“创立Recircle的主要想法是帮助地球减少垃圾，保护地球。再来是借此教育和灌输用户关于环保、回收和处理废物的知识。希望人们可以了解如何通过回收来为即将被舍弃的东西增值，变废为宝。”Recircle创办人李年新说道。 李年新毕业于世纪学院（Segi College）商业管理系，之后投身回收行业，当时候的他会从一些经销商或顾客那里回收空墨盒，与他们接触多了以后便开始收到许多建议，让他考虑回收其他物品。他续道：“网站平台和手机应用程式渐渐普遍，那么回收事业也可以跟上时代的步伐。Recircle回收平台是我在2018年时所建立和上架的，我当时的想法是类似于Grab的营运概念，将买家和回收商集合起来，让顾客可以立刻将物品卖给回收商。” 然而，开始经营平台以后，李年新发现这样的形式是行不通的，因为大部分的回收商都上了年纪，对于电子科技不敏感，就算客户愿意加入，大部分的回收商也不愿意尝试和学习如何使用电子平台进行交易。 去年，李年新决定改变模式，成立自己的回收团队，以便在管理上能够提高效率和一致性的营运方式。“很多人并未真正了解到可回收物品的价值，所以他们选择将这些物品丢进垃圾桶或随意地放在一旁。身为一家环保与回收公司，我认为我们有责任让所有人了解到可回收物品的价值，这样才能有效地减少垃圾以及环境污染的问题。”  Recircle创办人李年新致力于灌输国民绿化和回收的知识，及时并尽所能地去爱护地球。Recircle上可接受的回收物品包括电子产品、金属、纸类、塑胶与家具，一些家具会被送到相关的工厂进行修复。  详细列出价格　回馈点数可赠慈善团体 李年新表示，Recircle平台所回收的物品种类范围相对较广，主要也是鼓励客户通过回收，把物品变成金钱。目前的回收工作会先集中在巴生谷区域，平台上也会列出每一种回收物品的最低数量需求，因为每种物品的价格都不一样。 一旦客户收集到的物品达到一定数量后，便可联络Recircle的回收人员，若物品数量不足也可在应用程式上提出要求，团队若恰好经过就会顺便上门回收。客户也能够通过程式得知价钱，若不同意也可选择不卖。“日后成立了自己的回收团队也许无法兼顾太多，不能每种物品都回收，毕竟油费和人工都需要纳入考量。” 李年新说道，本地的环保和回收行业不发达是因为国民缺乏相关知识，不晓得价值在哪里。若大家知道回收一个塑料瓶可得20仙，相信人们就会开始把它存起来，环保意识也能积少成多。搜集回收物品的同时，也要谨记做好分类工作，比如说最普遍的纸类，其中包括了报纸、黑白纸张、颜色纸、纸皮等都有不同的价钱，若是未分类好的纸张为最低价。 回馈点数可赠慈善团体 他坦言，回收物品一般上会送去大厂，像是铝罐会被送去清洗、熔化后变成新的铝原料，可继续延续并用作生产用途。电脑、音响或其他电子物品将会被送去维修、复新。“为了鼓励人们积极环保，用户每一次进行回收都可以得到点数回馈，比如今天你卖了10公斤的报纸给我，每公斤可得50仙，那么你就会得到共计5令吉以及5分的点数。这些点数可用来换取绿色产品或累计到1000分后换成现钱，也可选择把点数转移给朋友或捐赠给慈善团体。”  除了架设网站，Recircle也推出了安卓及iOS的应用程式，让民众随时随地都能做环保。系统里会列出每种物品的最低数量需求以及价格，客户也可通过聊天功能和回收商进行沟通。  告诉你保住了多少树 “虽说人们对环保的意识渐渐抬头，在购物商场内逛街时也会把垃圾分类丢进回收垃圾箱里，很多人却不晓得垃圾上只要仍有残留物，像是带有油迹的盒子和没喝完的奶茶杯等一旦被扔进分类垃圾桶内就会影响了整体的回收质量，因此我建议将它们丢到一般垃圾箱内。”他分享，细分回收种类很重要，因为废品的乾净程度会影响质量和价钱。其实，大家都说塑料吸管、袋子等会破坏环境，可是这说法只对了一半，只要用后进行回收，这些物品就不会是造成污染环境的因素。 此外，Recircle平台上还有一项叫碳足迹的功能，它就像是网购网站上的交易记录一样，每当用户回收了旧报纸以后，系统将显示你在驱车前往回收中心时为地球减少了多少的碳排量，或是减少了多少树木的牺牲，让用户知道每一个环保举动的背后可为地球带来什么价值与帮助。此项功能也可让用户查看以往回收时所得的价格，作为记录与参考，程式里的聊天功能也可让用户向回收商获取更多回收详情。 李年新坦言：“Recircle成立初期需要和许多回收商沟通，然而他们并不愿意接受行业的转变，所以我才会计划组织自己的回收团队。若同时雇用多个回收商，我无法确保能够完全避免欺诈或不老实的问题发生，统一团队则可以有效地进行管理。”要想组织回收团队也不是简单的事情，对货车、人力等的需求也需要很多资金，但这些都需要逐步去解决。他表示，之前本已有了购买货车和招聘的打算，却遇上了行动管制令，只能搁置。如今管制放宽，近期内就会开始筹备。  

  We need a mindset change to increase recycling in the country. — AP   THE country is targeting to increase its recycling rate by 2% per year until 2025, says the Housing and Local Government Ministry. This is to achieve its target of reaching a 40% recycling rate by 2025 under the 12th Malaysia Plan. “This target covers all categories of waste which can be recycled, such as metal, paper, plastic, glass and other materials like fabric and rubber products. “In 2020, Malaysia recorded a recycling rate of 30.67%, exceeding the target of 30% set for that year. “We are continuing to aim to increase the rate by 2% every year until we reach 40%,” the ministry says. Based on feedback from recycling plants in Malaysia, the ministry says 2.76 tonnes of plastic were successfully recycled out of the 4.27 tonnes of recyclable waste collected in 2019. Such recycled plastic comprised 64.69% of total recyclable wastes that year. “This amount is higher compared with 2018, when 1.57 tonnes of plastic were recycled,” the ministry says. From the overall total of solid waste in Malaysia, an estimated 20% of it are plastic items. The most common type of plastic wastes found in landfills is a clear film type of plastic known as low density polyethylene (LDPE) – widely used to make items like grocery bags, plastic wrapping and packaging material. This is according to the Solid Waste Management and Public Cleansing Corporation (SWCorp), which conducted a solid waste composition study between 2018 and 2020. “Other types of plastic waste are rigid plastics like PVC (polyvinyl chloride) and polystyrene,” says the ministry. PVC is normally used for things like pipes while foam plastic like polystyrene can be made into boxes or disposable eating utensils. “Beginning this year, masks were included in the waste composition study. “A current estimate from three research sites showed that masks constituted 0.6% of solid wastes disposed of in landfills every day,” the ministry says. On increasing recycling facilities and collection centres in Malaysia, the ministry says it is continuing such efforts. “At present, there are about 4,118 recycling collection centres nationwide and this is expected to increase yearly,” it says. Efforts to promote recycling are also made by the community, including Malaysian Nature Society president’s Dr Ahmad Ismail. Ahmad retired as a professor from Universiti Putra Malaysia but continues to manage a recycling programme at the university called Recycling@U. He hopes to expand it to other universities in the country and inculcate the culture of recycling among more people. “I’m proposing to make this programme a model for managing plastic pollution, which can turn waste to wealth,” he says, adding that he hopes to involve universities in Sabah, Sarawak and states on the East Coast of Peninsular Malaysia to promote the concept of plastic management. Ahmad says the programme began in 2012 when he observed that many plastic bottles and cans were thrown everywhere on campus, especially at the bus stop. “This was a bad habit in the university’s community. “Such a culture should be changed and from there some ideas were produced on how to educate the university community on recycling,” he explains. If possible, Ahmad says he hopes to continue this programme until 2030 in line with Malaysia’s road-map towards zero single-use plastics by 2030. “The demand for zero plastic waste in the ocean is increasing among scientists to save marine life from deaths caused by plastic. “As Malaysia is among the main contributors to plastic debris in the ocean, a campaign to manage plastic is necessary,” he says.
