Zambia has recognised the need for a strengthened legal framework to the management of waste. Within this framework, all the stakeholders will have a role to play, with local authorities playing a key role in the formulation of by-laws and regulations in their areas of jurisdiction. The "polluter-pays-principle" and similar such principles shall guide this process. It also aims to promote waste minimisation and recycling.
