Public authorities have an important role to play in the transition towards a more circular built environment. They have a range of policy levers at their disposal to stimulate demand for relevant skills. The various competencies that local authorities can use directly (e.g., training for their own employees) and indirectly (e.g., embedding mandatory circular criteria in urban planning documents) to influence construction skills are outlined in this action plan for policymakers.
